Position Title: Health Monitoring, Evaluation and Informatics(HMEI) Training Officer

Reports to: HMEI Lead

Department: M&E

Work Location: Maryland (Harper)

Employment Type: Full Time

Position Overview:

The Health Monitoring, Evaluation and Informatics training (HMEIT) Officer will be primarily responsible for daily implementation of Monitoring, Evaluation and Learning activities for PIH Liberia programs with a focus on the medical education activities. The activities will include work planning, tracking progress of program activities, development of data collection instruments, routine data collection, extracting data from DHIS2/Power BI, Tuvuti, Comcare, etc., updating the results matrix, conducting data quality assessment, mentoring. The HMEIT officer is responsible for the professional capacity building of the Data assistants and Analyst.

Essential Duties and Responsibilities:

  • Build the capacity and provide continuous mentorship to health facility and district staff on use of HMIS tools, proper data management analysis and use of data to support decision making at health facility and district level.
  • Conduct joint monitoring visits with the district staff and other stakeholders and ensure conformance of the program implementation inline to the program objectives, work plans, budget and expected results.
  • Document best practices and lessons learned and share with program staff and to maximize impact of the program; foster a productive relationship and lesson-learned sharing culture among the program staff and stakeholders.
  • Responsible for data accuracy. Conduct secondary data analysis of routine program data to identify evidence-based best practices for scale up for teaching programs.
  • Provide necessary information required to compile quarterly, annual report, donor reports and other reports as and when required.
  • Work with the health facility teams to document and track quality improvement projects.
  • Participate in the preparation of work plans, target and indicators setting, M&E plans and performance frameworks for the teaching programs and educational activities.
  • Participate in the development of survey protocols for baseline and end -line surveys, research and evaluations.
  • Train and provide continuous mentorship of Community health workers on data collection, tracking and reporting on community interventions.
  • Under the supervision of the HMEI managers and Lead, Identifying the gaps and Accompany the professional capacity building of the Data Assistants and Analysts of the HMEI team.


  • Conduct outcome harvesting and implement targeted data collection/analysis to inform decision making around program implementation.
  • Support the medical education team on Programs M&E, research, QI projects, grants writing and monitoring.
  • Participate in preparing monthly, quarterly and annual program performance reports.
  • Support program implementation team to document, disseminate lessons learnt, and best practices.


  • Master’s Degree in Epidemiology or Bachelor’s degree preferably in, Statistics, Demography or Social Sciences or any other relevant discipline.
  • Any Degree in Biostatistics is a plus.
  • Minimum 3years’ experience in implementing monitoring Evaluation and learning activities for clinical and Educational Programs
  • Experience in using DHIS2 and digital data collection applications
  • Excellent computer skills, knowledge of Microsoft Office (e.g. Word, PPT, Intermediate Level in Excel is a must);
  • Good reporting, communication and representation skills
