Position Summary

The Health Financing Data Analyst will primarily support the work of the HFE Branch through country-specific and global data analysis pertaining to HIV/AIDS and health financing, as well as private sector contributions to the HIV/AIDS response. S/he provides strategic information analytic support to the branch, performing a variety of both complex and routine technical duties, including the development of metrics and conducting analytics for PEPFAR-supported health financing and private sector engagement programs.

The United States Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) is a USG global initiative to control the HIV/AIDS pandemic. It is the largest commitment by any nation to combat a single disease. PEPFAR is committed to supporting activities that are grounded in science and critical to saving lives and preventing new HIV infections. PEPFAR’s core activities include a focus on health systems, including health finance; human resources for health; commodity procurement and supply chain systems; and laboratory systems.

PEPFAR recognizes that donor resources alone cannot meet the needs of the estimated 38 million people living with HIV globally. As developing economies grow and begin to more fully realize their economic potential, unlocking domestic financing for HIV/AIDS becomes a critical element of achieving long-term sustainability of the HIV/AIDS response. Countries are increasingly taking the lead in managing, implementing, and financing their national HIV responses. The global pandemic of COVID-19 is bringing disruption to the HIV/AIDS response and to the expected increase in domestic resources that would have been committed without the effects on COVID.

The Office of HIV/AIDS (OHA), within USAID’s Bureau for Global Health (GH), has overarching responsibility for the full range of USAID’s HIV/AIDS programs and serves as the Agency’s lead office for implementing the interagency U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The Systems and Program Sustainability (SPS) Division provides USAID leadership in building sustainability of the HIV/AIDS response through investment in health systems. SPS provides technical leadership and strategic direction on issues related to health systems strengthening, financing, health workforce, advancing sustainability, and public-private partnerships for HIV/AIDS programs. SPS consists of three branches: the Health Finance and Economics (HFE) Branch, the Health Workforce Branch, and the Capacity Building and Partnerships Branch.

The Health Financing Data Analyst will be assigned to the SPS Division/HFE Branch and will receive programmatic and technical guidance from the HFE Branch Chief as her/his Point of Contact (POC).

Responsibilities

The Health Financing Data Analyst supports the work of the HFE Branch through country-specific and global data analysis pertaining to HIV/AIDS and health financing, as well as private sector contributions to the HIV/AIDS response. S/he provides strategic information analytic support to the branch, performing a variety of both complex and routine technical duties, including the development of metrics and conducting analytics for PEPFAR-supported health financing and private sector engagement programs.

  • Maintain in-depth knowledge of PEPFAR reporting requirements and PEPFAR-related data systems and tools, as well as data management and use strategies for HIV/AIDS financing, private sector, and above-site activities in order to provide informed program monitoring and partner management technical assistance to USAID Missions.
  • Support the HFE Branch in developing metrics and monitoring implementing partners’ HIV/AIDS financing and private sector activities in the field.
  • Conduct routine program data review, interpret data, create data visualizations, and support the use of data to inform decision making for activities supported by the HFE Branch.
  • Support the HFE Branch with data-focused analytical thinking for improved planning, monitoring, evaluation, and reporting of HIV/PEPFAR programs.
  • Design, develop and deliver high quality visualization and information products related to HIV/AIDS financing and private sector engagement to support USAID operations at all stages of the development programming cycle.
  • Support briefings, presentations, management updates and communications for SPS and OHA.
  • Liaise with multiple PEPFAR technical working groups to support financing analytics, financing and cost analyses, expenditure analyses and other economic evaluation activities.
  • Liaise with PEPFAR Interagency Collaborative for Program Improvement to support health economics activities and data analytics for health and HIV/AIDS financing and private sector programming.
  • Contribute to the HIV/AIDS financing and private sector knowledge base by preparing reports and publications, including, but not limited to, technical updates for field missions, peer-reviewed manuscripts, and by presenting internally and at international meetings/conferences, as needed.
  • Other duties as assigned.

Qualifications

  • Minimum of Master’s degree and 4 years professional experience or Bachelor’s and 6 years, Associate’s and 8 years or H.S, and 10 years or more of relevant experience in social science, statistics, public health data management, health economics, or other relevant field.
  • At least 4 years of professional experience with one or more public health technical disciplines (such as HIV/AIDS, Infectious Disease, etc.); job duties/responsibilities generally related to PD requirements.
  • Demonstrated skills and experience in analysis, visualization, and presentation of public health and health financing data.
  • Demonstrated experience in interpreting strategy, developing metrics, and monitoring and evaluating implementation of programs using data.
  • Demonstrated familiarity with health financing and sustainability data and global metrics/indicators utilized.
  • Demonstrated experience and proficiency in statistical software (e.g., Stata, SAS, R) and data visualization tools (e.g., Excel, Tableau).
  • Excellent analytical, written and oral communication skills.
  • Strong interpersonal skills and ability to work across agencies and cross-culturally with diverse teams on sensitive issues.
  • Demonstrated ability to work independently.
  • Ability to travel regularly to developing countries and resource challenged settings, ranging from 10-20%.
  • US citizenship or Permanent Residency with ability to obtain and maintain a facility access clearance required.

Full salary range for this position is: $76,700 – $120,900 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
