Reports to: Mental Health and Psychosocial Support Delegate

Duration of Contract: One-year fixed term contract (with the possibility of renewal to an open-ended contract where performance and competencies are key to be selected for further contractual continuity)

Objective:

The Health Field Officer contributes to implementing, running, and monitoring the Mental Health and Psychosocial Support (MHPSS) activities, according to the objectives set out in the health annual planning for this area. She/he has the capacity to oversee programs with a degree of autonomy and/or deliver services with autonomy and contributes actively to planning and coordinating MHPSS activities at a field level. In particular, the Health Field Officer implements Mental Health and Psychosocial Support (MHPSS) activities. In the framework of Families of Missing People with an integrated people affected by the violence component – sexual violence included – in health facilities and/or at a community level, and People with Disabilities.

ACCOUNTABILITIES AND RESPONSIBILITIES:

• Implements MHPSS (Mental Health and Psychosocial Support )programs within his/her area of responsibility and/or field of responsibility;
• Assists the MHPSS ( Mental Health and Psychosocial Support) Delegate or the MHPSS Program manager or Health coordinator in designing operational strategies and planning the MHPSS (Mental Health and Psychosocial Support) program at local and national levels;
• Trains different professionals, community volunteers, and/or external actors.
• Conducts MHPSS assessments to tailor the response to resources and needs identified in the field.
• Provides language/cultural assistance to the MHPSS delegate during the implementation of the program.
• Provides direct MHPSS care when needed, always respecting the privacy and confidentiality of the patients.
• Organizes referral of beneficiaries and performs case follow-up.
• Complying with ICRC standards, setting up culturally and context-appropriate monitoring and evaluation tools, and ensuring regular data collection and reporting.
• Actively participates in the identification of needs and target populations for MHPSS interventions.
• Identifies gaps in the competencies and training needs of the target population.
• Supports the trainees in the clinical assessment (diagnosis and treatment plan) of identified patients.

Education and Professional Experience required:

• 3 to 5 years of overall professional experience with a minimum of 2 years of experience in MHPSS (Mental Health and Psychosocial Support) programs.
• Good connections with local health authorities or groups of interest for the ICRC.
• Experience in training, capacity building of community, and clinical supervision.

Required

• University degree in Medicine, Psychology, or nurse.
• Strong sense of responsibility and adaptability, able to work overtime when needed.
• Highly developed analytical, planning, writing, communication, and organizing skills.
• Fluent command of English and Arabic required.
• Experience in MHPSS training and clinical supervision.
• Monitoring and evaluation skills.
• Knowledge of Microsoft Office package (Outlook, Word, Excel).
