MAIN RESPONSIBILITIES

  • Participates in the comprehension and analysis of the context and security in her/his Area of Responsibility (AoR) focusing on the health problems of the people affected by the conflict. Collects and treats information confidentially and with accuracy.
  • Work as a multidisciplinary team member to conduct field activities in conflict-prone areas according to the operational priorities and the ICRC strategy and to deliver assistance.
  • Provides a proper analysis of access to health care and the consequences of clashes on the existing health system and monitors potential outbreaks.
  • Maintains and expands a network of key health interlocutors.
  • Identifies, plans, organizes, and implements, in conflict-affected areas, First Aid training and monitors the benefit of this training.
  • Proactively monitors and identifies needs for ad hoc support for health facilities in case of clashes, displacement of people, and other emergencies (natural disasters, outbreaks) and proposes the support to be provided.
  • Works closely with hospitals and local health authorities to ensure continuity in the ICRC support and identifies needs (in terms of training, medicines, materials, including personal protective equipment and disinfectants and post-rape treatments, rehabilitation).
  • Organizes the quarterly delivery of drugs, and medical items to the hospitals (including donation certificates and other logistical requirements). Monitors the utilization of the donation. Identifies gaps and suggests adaptation of the donations according to the needs.
  • Collects the monthly statistics and ensures that the data collected are accurate, exhaustive, and updated.
  • Identification and follow-up of individual weapon wounded patients, through various direct contact, to understand the needs. Proposes an ICRC financial support and controls bills for reimbursement of costs and discusses seeking approval before payment.
  • Work in close collaboration with different Philippine Red Cross chapters for the donation of blood units to weapon wounded and other health activities.
  • Knows and collects all relevant information to identify healthcare in danger (HCiD) and International Humanitarian Law cases. Actively promotes respect for health care and the medical mission. Collaborate with other departments for any possible HCiD-related intervention (renovations, improvements, dissemination, etc.) to an identified health facility.
  • When required, conduct medical activities in the jails.
  • Contributes to the analysis of the health programs and participates in the designing of new strategies.

REQUIRED PROFILE

  • University degree in medicine, nursing, or midwifery with a professional license to practice in the country
  • Professional work experience in the Philippines Public Health System is an asset; with 3-5 years clinical work practice
  • Certified first aider (recommended)
  • Good political, social and cultural knowledge of the assigned environment
  • Strong humanitarian motivation
  • Excellent communication skills in written and spoken English, Filipino, and Bisaya/Maranao
