The purpose of the Ukraine Health Delegate is to support the achievement of humanitarian objectives through coordinating the design and implementation of Health projects in Ukraine in line with technical standards and best practices

Strategic Responsibilities:

  • Ensure that Norwegian Red Cross supported projects in Health and First aid are designed and implemented in line with established technical standards and project management methodologies.
  • Coach Ukraine Red Cross Health teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
  • Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.

Operational Responsibilities:

  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
  • Organises technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
  • Oversees data collection and provides technical support to quarterly and yearly country reports.
  • Liaises with the Ukraine Red Cross technical and project teams to ensure relevance of technical assistance provided.
  • Provides trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation, herein:
  1. Develop the capacity of the Host National Society in Mobile health units and ambulances services and ensure abidance by international standards
  2. Develop the capacity of the Host National Society in primary healthcare including service provision, monitoring, evaluation and reporting.
  3. Develop the capacity of the Host National Society in health promotion including assessment of needs, planning, implementation, reporting, preparation of contextualized Information, Education and Communication materials, among others
  • Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office.
  • Helps colleagues to understand and make use of available technical tools and methodologies.
  • Promotes harmonization across regions and countries by monitoring use of common standards and tools.

Colloboration:

  • Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
  • Support collaboration with other RCM technical personnel to enhance overall humanitarian impact in the country.
  • Collaborates with other technical advisors in the region as relevant.

Mission specific responsibilities

  • The Ukraine Health Delegate will support the implementation of other health thematic areas in Ukraine considering changing humanitarian context and as per request of the Country Programme manager

Qualifications:

Formal Competence

  • Higher University Degree in relevant technical discipline.

Personal qualifications, skills and knowledge Skills and knowledge

  • In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
  • Proven experience from project management, including needs assessments project design, MEAL planning and reporting.
  • Knowledge about building technical capacities of partner organizations.
  • English work proficiency is required; regional languages are mandatory

Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset

Reporting to: Country Programme Manager

Position is based in: Ukraine

Contract length: 12 months’ contract, with possibility of extension
