Purpose

The purpose of the Health Delegate position is to utilize specific technical competencies to ensure that NorCross supported projects through the NS are designed and implemented according to established technical standards and best practices.

Strategic responsibilities

  • Ensures that NorCross supported health projects are designed and implemented in line with established technical standards and project management methodologies
  • Trains and coaches Somali Red Crescent Society (SRCS) teams in thematic frameworks and relevant technical standards and supports the operationalization of those standards.

Operational responsibilities

  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
  • Coordinates with Movement partners in support of quality SRCS health programming and closely coordinates NorCross supported activities with ICRC
  • Works closely with the SRCS health team to provide technical support and monitor health programming specifically for the fistula, primary health care and the community-based health including Community Based Surveillance (CBS) projects in Somalia.
  • Supports SRCS to set up the Health Management Information System (HMIS) in Somalia (specifically direct support to Somaliland and Puntland) working closely with IFRC, ICRC, PNSs , MoH and other health partners.
  • Contributes to ensuring technically sound health data collection systems and provides technical input to SRCS field reports as well as NorCross tertiary and yearly country reports.
  • Leads technical mid-term reviews as well as final evaluations and contributes to the drafting of terms of reference, inception reports among others.
  • Provides continuous follow up including technical input, support and guidance to the relevant counterparts to implement activities at a high standard.
  • Provides trainings and coaching to Host National Society project staff resolves challenges as they arise during implementation

Collaboration

  • Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
  • Support collaboration with other results-based management technical personnel to enhance overall humanitarian impact in the country and in the region.

Mission specific responsibilities

The Health delegate will be based in Somalia moving between Hargeisa and Garowe. He/she is responsible for managing NorCross bilateral health programmes with SRCS in Somalia focused but not limited to ECHO supported health activities under Pilot Programmatic Partnership (PPP) project. Provide health surge capacity support to other NorCross country offices in the region upon request.

Other mission specific responsibilities include:

  • Ensure linkage and complementarity of Host National Society community health including community-based surveillance activities with health services supported by NorCross
  • Provide technical support to community health activities and health services delivered through NorCross supported SRCS activities to SGBV survivors
  • Provide technical support to cash for health activities under Somalia portfolio
  • Provide technical support to PPP health activities including project assessments, Integrated Community Case Management (ICCM), health promotion, community-based surveillance, development and training of epidemic response teams, among others
  • Represent NorCross in technical meetings and other events in Somalia including PPP
  • Provide support to additional activities as requested by line manager

Qualifications

Formal Competence

  • University Degree in clinical discipline (e.g Medicine, Nursing).
  • Masters degree in Public Health highly desired

Personal qualifications, skills and knowledge

Skills and knowledge

  • In-depth understanding of health technical standards and the operationalization of those standards in humanitarian projects.
  • Strong expertise in primary and community health, epidemic surveillance and SGBV preferred
  • Proven experience in project management, including needs assessments, project design, and reporting.
  • Expertise in building technical capacities of local organizations.
  • English work proficiency is required
  • Advanced understanding of the use of innovative tools and approaches in health, is an asset
  • Previous experience working in the Horn of Africa desired
