Role Overview:

As a Health Delegate, you will play a crucial role in ensuring that NorCross supported health projects in Somalia are designed and implemented in line with established technical standards and best practices. By utilizing your specific technical competencies, you will contribute to the success of NorCross-supported projects through the Somali Red Crescent Society (SRCS).

Strategic Responsibilities:

  • Ensure NorCross supported health projects adhere to established technical standards and project management methodologies.
  • Provide training and coaching to SRCS teams on thematic frameworks and technical standards.

Operational Responsibilities:

  • Conduct technical assessments and scoping missions, contributing technically to project development.
  • Perform regular field monitoring, offering recommendations for project improvement and ensuring implementation aligns with agreements and plans.
  • Coordinate with Movement partners to support quality SRCS health programming.
  • Collaborate closely with ICRC and coordinate NorCross-supported activities accordingly.
  • Work closely with SRCS health team to provide technical support and monitor health programming, focusing on fistula, primary health care, and community-based health.
  • Support SRCS in setting up the HMIS in Somalia, working in collaboration with IFRC, ICRC, PNSs, MoH, and other health partners.
  • Contribute to ensuring technically sound health data collection systems.
  • Provide technical input to SRCS field reports and NorCross tertiary and yearly country reports.
  • Lead technical mid-term reviews.
  • Contribute to drafting terms of reference, inception reports, and other relevant documents.
  • Provide continuous follow-up, technical input, and support to counterparts for implementing activities at a high standard.
  • Offer training and coaching to Host National Society project staff, resolving challenges during implementation.
  • Work closely with the relevant thematic Coordinator/Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
  • Support collaboration with other results-based management technical personnel to enhance overall humanitarian impact in the country and region.

Mission Specific Responsibilities:

  • Manage NorCross bilateral health programs with SRCS in Somalia, with a focus on ECHO-supported health activities.
  • Provide health surge capacity support to other NorCross country offices in the region upon request.
  • Ensure linkage and complementarity of Host National Society community health activities with health services supported by NorCross.
  • Provide technical support to community health activities, health services for SGBV survivors, and cash-for-health activities under Somalia portfolio.
  • Assist with PPP health activities, including project assessments, ICCM, health promotion, and training of epidemic response teams.
  • Represent NorCross in technical meetings and other events in Somalia, including PPP.
  • Provide support to additional activities as requested by the line manager.

Knowledge and Skills:

  • University Degree in a clinical discipline (e.g., Medicine, Nursing).
  • Masters or postgraduate degree or training in Public Health.
  • In-depth understanding of health technical standards and their operationalization in humanitarian projects.
  • Strong expertise in primary and community health, epidemic surveillance, and SGBV preferred.
  • Proven experience in project management, needs assessments, and reporting.
  • Expertise in building technical capacities of local organizations.
  • English work proficiency is required.
  • Advanced understanding of innovative tools and approaches in health is an asset.
  • Previous experience working in the Horn of Africa desired.

Country Manager, Somalia

Position is based in:

Somalia (Based on average 50%-50% between Garowe and Hargeisa dependent on tasks at hand)

Contract length:

12 months
