Context

A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medico-social and training sectors.

It also runs 12 regional health and social training institutes.

As a member of the world’s largest humanitarian network, the French Red Cross employs more than 17,000 people who, through more than 70 professions, put their professionalism at the service of the most vulnerable in medical-educational institutes, day-care centres, retirement homes, functional rehabilitation centres, emergency accommodation centres, training centres, international missions, etc.

Since 24 February 2022 and the start of the conflict in Ukraine, 786,000 people have crossed the Ukraine-Romania border and another 489,000 people fleeing Ukraine have crossed into Romania. Romania border and another 489,000 people fleeing Ukraine have crossed into Romania through Moldova. While the majority of these people subsequently went to a third country, 455,000 have since returned to Ukraine. A mid-July 2022, the number of refugees in Romania was 83,000, of whom 42,000 had applied for temporary protection status. Refugees are mainly present in the cities of Bucharest, Constanza, Brasov and Iasi.

The French Red Cross is participating in the response of the Red Cross/Red Crescent Movement in Ukraine and surrounding countries by providing significant logistical support and opening delegations in Moldova and Romania. In Romania, the French Red Cross delegation is located at the Romanian Red Cross headquarters in Bucharest. In collaboration with the Romanian Red Cross, the French Red Cross is involved in a two-year health project for Ukrainians and vulnerable host populations.

The position

Function

Under the responsibility of the Head of Delegation, the function of the health delegate is to ensure the implementation of the project and to provide technical expertise in the implementation of the health caravan project in collaboration with the local authorities.

The Health Technical Delegate works under the hierarchical responsibility of the Head of Delegation of the RRC in Bucharest.

● The relevant interlocutors at the level of the Health Region and the Ministry of Health

● The local Communes and Civil Society Organisations, partners and beneficiaries of the project

Area of intervention

The health delegate is based in Bucharest. He/she will cover the whole health region of intervention.

Tasks and responsibilities :

● Contribute to the implementation, monitoring and evaluation of the Health Caravan project

● Ensure the development of the screening process through a technical committee

● Support the implementation of screening and awareness activities in rural areas

● Participate in the implementation of the health caravan in urban and rural areas

● Organise and participate in the training of health staff and volunteers

● Contribute to the reporting of activities and the implementation of the OSO

Candidate profile

EDUCATION

● Level I diploma in public health and/or health professional (doctors or registered nurses)

● Experience in implementing mobile clinics and screening and awareness campaigns

● Experience in conducting training courses for health professionals

JOB REQUIREMENTS

● Experience in a primary health care programme

● Skill in team building

● Thoroughness

● Pedagogy

● Organizational and team management skills, coordination skills

● Ability to work in an intercultural team

● Knowledge of the Red Cross/Red Crescent Movement and the FIU preferred

● Knowledge of the Congolese context (functioning, actors, financing) would be an asset

● Computer skills: complete autonomy in Windows and mastery of databases

LANGUAGES

English is the working language. Fluency in Romanian/French is an asset.
