Norwegian Red Cross

Established in 1937, the Myanmar Red Cross Society (MRCS) is the leading and oldest humanitarian organization in Myanmar. Norwegian Red Cross has been present in Myanmar since 2013. It has been working closely with MRCS to enhance organizational capacity, providing quality services to the most vulnerable communities in the fields of primary healthcare services, first aid and safety, community-based health, clinical response to survivals of sexual and gender-based violence, sexual and reproductive health services, water, sanitation and hygiene promotion activities.

Health Delegate position in Myanmar

The purpose of the Health Delegate position is to use specific competencies to ensure quality and timely delivery of Norwegian Red Cross objectives through coordinating with the MRCS and with the relevant teams in its Asia regional office, the design and implementation of programme and projects in line with technical standards, field needs and best practices as well as to follow up current projects of Myanmar Red Cross Society.

Duties and responsibilities

Four Strategic Objectives:

  • Ensure that Norwegian Red Cross supported projects in relevant disciplines are designed and implemented in line with established technical standards and project management methodologies.
  • Coach and support the Myanmar Red Cross Society project teams in thematic frameworks and relevant technical standards and support the operationalization of those frameworks and standards.
  • Contributes proactively with other technical personnel to Norwegian Red Cross Asia region and global efforts to establish and operationalize technical standards in relevant areas.
  • Explore new opportunities to scale-up the Norwegian Red Cross intervention in Myanmar in alignment with the Norwegian Red Cross global strategy, Asia Region Framework, and in coordination with the Myanmar Red Cross Society.

Some operational responsibilities:

  • Supports community-based health programme, mobile health teams, public health intervention teams with all aspects of operations including technical and programme management.
  • Carries out regular field and remote monitoring, provides recommendations and assistance on project improvements, and follows up on their implementation.
  • Provides continuous follow-up of technical input, support, and guidance to the relevant counterparts to implement activities timely, with high-quality standards.
  • Provides training and coaches to project staff on the operationalization of established technical standards and when challenges arise during the implementation.
  • Follows up and supports the cooperation with the Host National Society.
  • Organizes needs assessments and develops fundable proposals.
  • Consistently monitors planned and unplanned effects of all projects supported by the Norwegian Red Cross and reports on progress through monthly, quarterly and annual reports.
  • Ensures reliable data and information collection from all projects in accordance with Norwegian Red Cross results framework and drafts monthly, quarterly and annual results reports.
  • Conducts technical assessments and scoping missions as requested and contributes technically to project development.
  • Liaises with Myanmar Red Cross Society the project technical teams to ensure the relevance of technical assistance provided and designs assistance accordingly.

Mission specific:

This position supports the Myanmar Red Cross Societys health and response interventions and carries out need assessments, quality assures project design, monitoring and evaluation plan, and provides advice throughout the project cycle. The position trains and coaches project staff on the operationalization of technical standards and support them in resolving challenges during implementation.

Education:
Relevant educational background in Health, e.g. a medical doctor with Public Health degree from an internationally recognised institution. Desirable to have a project management professional qualification.

Experience with:

At least five years working experience in community-based primary healthcare interventions in an international humanitarian setting

  • At least three years experience working with partnership-based programming
  • Strong experience in monitoring and evaluation of humanitarian programmes
  • Strong project cycle management experience in humanitarian projects
  • Knowledge of civil society development and hands on understanding of Community Engagement and Accountability.
  • Proven experience in programme development, proposal writing, programme monitoring, financial management, reporting, donor reporting, development and maintenance of partnerships.
  • Experience of working for the Red Cross and previous work with Red Cross-national societies is desirable.
  • Experience working in fragile and insecure contexts.
  • Full proficiency in Microsoft Office and as self-supporting with computers as possible.
  • Integrity and professionalism, ability to work collaboratively, focused on beneficiary needs.
  • Good cultural awareness and sensitivity, patience, and the ability to train, mentor and develop Host National Society staff and volunteers.
  • Ability and willingness to live and work under restricted conditions and travel around the country under strict security regulations
  • Ability to work both independently but also with other team members, particularly national health officer as well as with your direct supervisor as a cooperative team player.

Other skills:

  • **Fluency in English is required
  • International driving license (manual gear) is required

Position is based in:

Rangoon, Myanmar

Contract length:

12 months’ contract, possible with extension
