Lebanese Red Cross(LRC) is well placed and NorCross will continue to support LRCs organisational development.

Country Technical Health Delegate in Lebanon

The purpose of the Health Delegate position is to use specific technical competencies to ensure that Norwegian Red Cross supported projects through the Lebanese Red Cross are designed and implemented according to established technical standards and best practices.

Three strategic objectives for the position:

· Ensures that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with established technical standards, project management methodologies and within agreed action plans

· Trains and coaches Lebanese Red Cross teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.

· Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.

Mission specific

· The delegate will be embedded in the Lebanese Red Cross’s Medico Social Sector in Beirut and is responsible to provide technical assistance in the implementation of the Norwegian Red Cross health projects

· Manage the implementation of the DG ECHO Pilot Partnership Programme Project

· Conducts regular monitoring field visits and ensures implementation activities with agreed Plan of Action

· Engages effectively with counterparts within the Movement as well as EU Office in Beirut for relevant project matters

· Advocates and strengthens Norwegian Red Cross’s position as a lead partner in health programming within the in Lebanon

· The delegate may be required to deputize for the Country Program Manager if necessary.

· demonstrates specialist knowledge and expertise in own area and participates in continuous development

Education:

  • Higher University Degree in Health relevant technical discipline, or similar area OR demonstrable equivalent knowledge gained through professional experience

Experience with:

· At least 5 years working experience relevant for health programmes including primary health care

· At least 3 years’ experience working in health in emergencies, specifically epidemic/pandemic preparedness and response operations.

· Preferably project management experience in humanitarian health projects

Other skills:

· Fluency in English in required.

· International driving licence (manual gear) is required.

Position is based in:

Beirut, Lebanon

Contract:

24 months contract
