The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation, and capacity building projects on appeals of their sister organisations within the Movement. The GRC acts before, during and after humanitarian crisis and supports Red Cross and Red Crescent Societies in various regions and sectors to meet the needs and improve the lives of vulnerable people.

Health Delegate Colombia & Regional Health Focal Point Americas (m/f/d), Colombia

GRC is currently seeking a Health Delegate Colombia & Regional Health Focal Point Americas (m/f/d).

The Delegate will be part of GRCs Office for Colombia and Venezuela. The cooperation with Colombian Red Cross (CRC) and Venezuelan Red Cross (VRC) is strongly focused on health. The Delegate will support GRCs activities with CRC and VRC, and in addition will advise GRC teams regarding health activities in other countries of the region, acting as GRC Health Focal point for the Americas region.

Based in Bogota, the Health Delegate will work together with an experienced team of international and national staff under the line management of the Head of Office Colombia/Venezuela.

Starting date: 01.04.2024

Duration: 12 months, with possible extension

Location: Bogota, Colombia, with frequent travels (in-country, regional, to GRC HQ)

Main duties & responsibilities:

  • Support the National Red Cross Societies in programming and implementing health projects by providing strategic guidance, technical advice and support with a focus on Primary Health Care and community-based health interventions.
  • Design and facilitate technical capacity building activities onhealth topics for staff, volunteers, as well as for GRC project teams in the region.
  • Link with thematic advisors at GRC HQ and in the GRC`s Americas Regional Teams with a focus on technical approaches as well as methodology development and application, capacity strengthening, and learning and exchange on health-related topics.
  • Ensure regular monitoring of project implementation including the collection and analysis of data for indicator-based reporting and project monitoring/control.
  • Ensure quality and timely narrative and financial reporting in compliance with GRC and donor policies and regulations.
  • Act as GRC health focal point in the Americas region in coordination with relevant partners.
  • Support in developing concept notes and proposals, and explore funding opportunities in the field of health.

Required Competencies & Skills:

  • University degree or advanced degree in Medicine, Public Health, or a relevant field.
  • Professional medical background is a strong asset.
  • At least five years of experience in designing, implementing, and managing humanitarian health programs and activities.
  • Proven experience working with the Red Cross / Red Crescent Movement.
  • Detailed knowledge of the Red Cross / Red Crescent Movements` community health approaches and tools.
  • Expertise and experience in programming Sexual and Reproductive Health services (incl. Family Planning, Safe Abortion Care, and HIV/STIs) is a strong asset.
  • Expertise and experience in nutrition is a strong asset.
  • Ability to train and guide staff and community volunteers, and to provide technical support and capacity building.
  • Experience in managing donor-funded projects (preferably ECHO, GFFO, BMZ).
  • Oral and written fluency in Spanish and English is a requirement; knowledge of German would be an asset.
  • Experience in the Americas region will be considered a strong asset.
  • Excellent communication skills, the ability to build relationships at all levels, considering cultural and language differences.
  • Ability to work independently and as a team member.
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid International Driving Permit (IDP).

What we offer you:

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
