For more than 40 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies.

Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations.

MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM International Network has been operating in Ukraine since 2014, improving access to health care, especially providing comprehensive Primary Health Care (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial support (MHPSS) services.

Since February 2022, MdM Spain is leading the country response for the network, while MdM France is in charge of the operations in Southern Ukraine (Odessa, Mykolaiv and Kherson Oblasts). The global strategy aims at ensuring the access to quality comprehensive healthcare services for the conflict-affected population in Ukraine.

In Southern Ukraine, MdM France has set up its country office and a base office in Mykolaiv. The program consists in supporting various local-based organization in the delivery of health services for people facing severe constraints to healthcare in Mykolaiv and Kherson Oblats with some specific activities in Odessa.

Living conditions in Mykolaiv are pleasant (access to restaurants, presence of other organizations, places to relax…).

Expats share modern, well-equipped apartments. However, there are strict security rules (curfew imposed by the authorities) and a volatile environment (regular activation of air alerts).

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you are in charge of:

  • Designing, planning, implementing, adapting and monitoring programmes’ health activities
  • Ensuring the quality and relevance of health activities, practices, and data
  • Directly or indirectly leading/supervising medical teams (MdM or partners)
  • Participating in the definition of the country strategy led by the general coordinator

More specifically, your responsibilities are the following:

Project quality and accountability

  • Participate to the development of the general strategy of our activities
  • Ensure quality control and the production of recommendations and cross-cutting strategies
  • Ensure the harmonisation and capitalisation of tools and practices across all projects
  • Participate in the drafting of partnership agreements
  • Draft research documents (publications/communications)
  • Participate in drawing up and monitoring the budget
  • Participate in the design and drafting of project proposals submitted to donors
  • Draw up standard procedures in connection with the medical programme

Team management and capacity building

  • Recruit staff under your direct or technical management
  • Ensure proper induction and capacity building to team members
  • Develop individual action plans and proceed to regular professional evaluations of the team under your direct or technical responsibility
  • Participate in disciplinary processes
  • Ensure that the mission strategy includes cross-cutting themes (GBV, MHPSS, pharmacy and MEAL) and that they are correctly implemented

Management of medical stock and logistics chain for medical purchase

  • Ensure that orders for medical equipment, drugs and consumables are appropriate to program requirements and local constraints
  • Supervise medical purchase process (needs evaluation, orders, quality)
  • Ensure the supervision of the drugs management within the framework of MdM partnerships (consumptions, orders & inventory)

Monitoring and analysis of the Heath context

  • Ensure that programme health and epidemiological data is collected
  • Contribute to the analysis of these data and make proposals for operational adaptations if necessary
  • Ensure health and epidemiological monitoring at national level and in neighbouring countries
  • In the event of an epidemic or mass population displacement, participates in needs assessments, plans and proposes medical responses
  • Contributes to the creation of an emergency preparedness and response plan (EPREP) for the mission

Coordination with NGOs/local associations and representation

  • Participate to the different medical meetings, especially health clusters meetings, playing a key role in any relevant medical coordination mechanisms, and be pro-active in the technical working groups that are created to answer the pressing health issues that need immediate action of the health cluster members
  • Liaise with the legal or appointed medical authorities in the focused oblasts where MdM is presently working
  • Participate in the development of a collaboration framework with partners and actors involved in the implementation of the project as well as the drafting of partnership agreements
  • Evaluate the needs and requests of our partners

Reporting and internal communication

  • Participate in the drafting of biweekly Sitrep
  • Participate in the writing of donor’s activity reports and proposals
  • Provide the needed information and available materials for advocacy and visibility on MdM action, humanitarian situation in Ukraine

CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

Starting date: as soon as possible
Gross monthly salary: 3 119 euros
Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
Expatriation bonus (10% gross salary per month)
Transportation cost, vaccines and visas covered
Guesthouse housing
22.5 recovery days per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM and 40% by the employee)

SKILLS AND EXPERIENCE NEEDED:

Medical Doctor or nurse or midwife
Master’s in public health is desirable
Minimum 4 years’ experience in similar positions or in humanitarian sector
Experience in public health and in managing health welfare in communities
Experience in supervising health promotion activities and some basic mental health activities
Experience in implementing activities in partnership with local organizations
Experience in hard negotiations with local authorities, partners and staff in a tricky context
Experience in outbreak management and emergency response
Ability to manage a team and work in an international team
Ability to have a global overview of a program (not only on medical aspects)
Reactivity, anticipation, adaptability,
Microsoft Office skills (especially Word and Excel)
Languages : Fluent English is mandatory (oral and written), knowledge of Ukrainian and/or Russian is an asset.
