Health and Nutrition Coordinator

1 Year Contract (with possible extension)

Johanniter International Assistance (JIA) is the operational unit for humanitarian aid. The Federal Headquarters (HQ) is based in Berlin, Germany. Background

Johanniter started its activities in Mozambique in 2019 and intends to continue its program in Mozambique in the short to medium term. We are implementing projects to support the conflict affected population in the province of Cabo Delgado and natural disaster affected population in Manica and Sofala provinces. The program focus on WASH, Nutrition, Health and Livelihoods including crosscutting themes like DRR and peacebuilding. Projects are implemented with local partners and through self-implementation. Fund are secured through German Federal Ministry for Economic Cooperation and Development, GFFO, USAID and as well as a variety of other donor agencies.

In a Nutshell

You will:

  • Be responsible for the implementation of program activities within the Health and Nutrition Sector in Mozambique as part of Johanniter’s emergency response, early recovery and resilience building programming.
  • Be responsible for the development, planning, management and successful implementation of Health and Nutrition technical interventions.
  • Make sure that Health and Nutrition activities are carried out according to technical standards, best practices and lessons learned.
  • Contribute to strengthening Johanniter’s Health/Nutrition response capacity and improve the quality of its health programming.
  • Report directly to the Senior Programme Manager.

What you will do:

Strategy and Vision

  • Actively supports the values of Johanniter and thus shapes the country programme accordingly.
  • Supports the development and implementation of the country strategy in line with the global JIA strategy.
  • Supports the development of long-term programming as well as exit strategies.

Programme Management

  • Contributes to the identification of Johanniter’s geographical areas of interest according to humanitarian context, vulnerable populations’ needs and national and donors’ priorities.
  • Carries out needs assessments in close coordination with communities, government representatives and other actors; analyses and reports identified needs and provides clear and detailed recommendations for interventions.
  • Supports identification and design of new interventions and programmes through assessments that support the achievement of Johanniter’s strategic objectives in the country (including rapid humanitarian assistance in case of disasters).
  • Assesses and builds partnerships with new local or national partners.

Programme Monitoring, Evaluation and Learning

  • Ensures compliance of the Health and Nutrition activities to internal, donor and governmental requirements, systems and processes during planning and implementation.
  • Together with PMEAL and Project teams, establishes and maintains systems and tools for close monitoring and evaluation of health and nutrition project activities, their quality and impact, and supports reporting against stated objectives and expected results.
  • Ensures consistent use of appropriate updated tools for drug management, updated protocols and medical guidance.
  • Works closely with the PMEAL team to develop and maintain community feedback mechanisms accessible by the most vulnerable individuals, appropriate to safeguard sensitive personal data and utilize the data provided for decision-making.
  • With the support from the PMEAL team, conducts critical monitoring of all aspects of the Johanniter Health and Nutrition intervention and identifies areas of concern. Develops workable solutions for identified challenges.
  • Provides accurate and complete data and information, conducts data verification, guarantees data quality and ensures appropriate storage and management of databases.
  • Provides technical inputs and supports preparation and write up of proper and timely project progress reports adhering to Johanniter and donor requirements and submits those to the line manager or other stakeholders as requested by the line manager.
  • Conduct regular project review meetings with Senior Program Manager and field-based health and nutrition staff to assess the level of achievement of project targets for the various health and nutrition projects.
  • Supports knowledge management, documents and shares project information, lessons learned success stories, pictures, internally and among partners and stakeholders as requested by line manager.

Human Resource and Team Management

  • Create and maintain a culture of team spirit, ensure all staff is committed to strive for high performance contributing to the achievement of the strategic ambitions.
  • Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular bilateral and performance reviews.
  • Recruit and hire health and nutrition national staff according to HR plans agreed by the Senior Program Manager.
  • Manage, review and evaluate staff performance according to set performance objectives.
  • Ensure both individual and team development and capacity building.

Budget Monitoring

  • Ensure that Health and Nutrition grant budgets are spent according to plan and as per contractual agreements with respective donors.
  • In collaboration with the Finance Coordinator and field team review spending plans and monitor the implementation of activities as planned.
  • Work with Senior Program Manager and other relevant staff to streamline and build capacity of program staff to effectively use budget tracking tools as well as project monitoring tools.
  • Conduct monthly BvA reviews and make appropriate recommendations to the finance and logistics staff in Pemba as well as to the field-based health and nutrition staff. Coordinate technical team inputs to, and directly provide inputs when needed to, project/budget amendments.
  • Work with finance team to undertake budget recoding as required.

Safeguarding

  • Creates an environment built on integrity, respect and accountability, in which all Health and Nutrition staff and volunteers, regardless of race, gender, sexual orientation, age, religious affiliation or nationality are comfortable to work and feel safe to participate in our projects and services.
  • Promotes appropriate behaviours and applies a zero tolerance policy when people cause harm to others.
  • Ensures that any inappropriate behaviour is reported that could potentially harm those in our organization’s care and that could damage the reputation of Johanniter.
  • Prevents and proactively fights against breaches of the JIA Code of Conduct, including corruption, fraud, SEAH.

Capacity Building

  • Conducts technical capacity building sessions and workshops for Johanniter Health and Nutrition staff/partners and assisted communities.
  • Supports capacity development of junior technical staff, i.e. Officers, and Assistants and the network of community health workers through the provision of training and support, on the job training, mentorship and coaching to ensure staff can implement projects and accomplish quality results.
  • Conducts capacity building of national partner organizations.

Representation and Communication

  • Actively participates and represents Johanniter in Health and Nutrition Clusters, Working groups and/or other relevant coordination fora.
  • Closely collaborates with other specialists within the same or from other sectors or sub-sectors (e.g. water, sanitation and hygiene; protection; nutrition; food security and livelihoods) to ensure internal coordination contributing to successful implementation of multisector interventions, high impact and creating synergies.
  • Ensures close collaboration and coordination with relevant external stakeholders including community representatives and community based organisations, local authorities and government bodies (e.g. the State Ministry of Health; Provincial and District Health Authorities like SPS, SDSMAS), partner organizations, donors, research institutes, NGOs (e.g. Health and Nutrition cluster partners) and clusters at the sub-regional/country level to guarantee smooth implementation of activities and efficient information exchange.
  • Promotes and maintains good partnership with external stakeholders in the spirit of respect, equity, transparency and complementarity.
  • Represents Johanniter in different fora related to the assigned technical fields of work as designated by the line manager.
  • Attends cluster and coordination meetings and other relevant engagements as assigned by the line manager and updates the rest of the team on the outcomes of such meetings.

What you bring:

  • Health professional (MD, RN, PA, CO) or other relevant qualification; with strong Health & Nutrition background.
  • At least 5 years’ relevant work experience in management, coordination; implementation of Health & Nutrition interventions in a humanitarian/development context; conducting health/SRH, nutrition, WASH baseline assessments, rapid humanitarian assessments.
  • Knowledge of Health and Nutrition technical standards.
  • Experience of working with international humanitarian donors (USAID-BHA, ECHO, GFFO, BMZ, etc)
  • Experience in WASH, protection, gender-based violence, mental health support is desirable.
  • Previous experience in project location desirable.
  • Committed, mature person able to take responsibility and make decisions.
  • Detail-oriented with good multi-tasking, communication skills, both oral and written.
  • Fluent in English and Portuguese (or Spanish, Italian or French committed to learn Portuguese).
  • Good computer skills and competency in Microsoft Word, Excel and PowerPoint.
  • Experience in coordination with local, national and international actors (i.e.: NGOs, INGOs, local authorities, UN, Cluster System, Donors).
  • Commitment to humanitarian and accountability principles, quality programming, participation and localisation.
