Position Description

Purpose of the Position:

The position will be responsible for formalizing a Programme management framework and ensuring all programmes are consistently managed/executed, whilst adhering to CPP programme management standards.

This role may entail managerial responsibility of Programme Managers, with evolving priorities and guidance from Chief, Projects and Programmes.

Objectives of the Programme:

The objectives of the Centre, as stated by its mandate, are to provide information and communication technology (ICT) services (including training) on an inter-organizational basis.

Main duties and responsibilities:

The incumbent will work under the direct supervision and guidance of the Chief, Projects & Programmes Section (CPP) within the Client and Projects Division (CP) and in close collaboration with the Projects team. The incumbent could be requested to do any other tasks of similar level in related fields.

Under the guidance and supervision of the Chief, CPP, the incumbent will perform the following duties:

  • Create a robust Programme Management framework and governance model, designed around UNICC’s vast and wide-ranging portfolio
  • Ensure that programmes managed via the CPP practice are managed/executed in adherence with CPP programme management standards
  • Implement and drive programme management reporting standards
  • Provide expert technical guidance and advice to Programme Managers
  • Manage relevant end-to-end complex internal and/or external projects or programmes, leveraging PRINCE2 and/or Agile methodologies as applicable
  • Coordinate and supervise the daily work of the team, including setting up of work plans, monitoring progress, providing regular feedback, technical guidance and support; Nurture a motivating work environment including development plans for the team
  • Keeps abreast of developments in the field of programme management and related tools
  • Provide other ad hoc support either within your team or in other teams as required – this includes the participation in special projects/programmes or support to service delivery for short period of time on a part-time or full-time basis upon request from the senior management

Recruitment Profile

Experience and Skills required:

Essential:

  • A minimum of seven (7) years of progressively responsible professional experience in information technology and/or related area, including in project or programme management
  • Proven experience in leading complex projects/programmes that are multi-faceted, spanning across multiple workstreams
  • Strong knowledge of Project management best practices, AGILE/SCRUM, and/or PRINCE2/PMP

Desirable:

  • Experience in Agile development life cycle, with the ability to lead scrum teams
  • Experience with stakeholder management, conflict management, strict deadlines
  • Some experience with audit readiness

Education*:

Essential:

  • Advanced university degree in Computer Science, International Relations, Information Systems, Mathematics, Statistics or related field

Desirable:

  • Certification in Programme management (e.g. Managing Successful Programmes certification, P3O)
  • Certification in Agile Project Management Framework (either Prince2, PSM 1, PSM 2, or ACP acceptable)
  • ITIL management certifications or training

Languages:

  • English: Expert knowledge is required
  • French: Intermediate knowledge is desirable

Other Information

Compensation:

Annual Salary Estimation (net of tax at single rate), including post adjustment (64,8% on June 2022): US$ 124,592.

UNICC also offers generous leave and absence allowances, flexible working hours, overtime compensation, teleworking, access to training, and depending on eligibility other benefits such as relocation grant, dependency allowance, language allowance, or education grant.
