Organizational Setting and Work Relationships

The Head of Treasury and Cash Service reports to the Controller and Director, Division of Financial and Administrative Management (DFAM) in UNHCR. The role provides leadership in treasury and financial risk management, applying best practice through proven expertise, and safeguarding the assets of the organisation. These are issues falling into the scope of the position which have far-reaching, organization-wide implications e.g. cash funds availability and safeguarding the monetary value of the contributions made, which have an impact on the overall efficiency and integrity of the Organization, particularly on the credibility of the Financial Management of the Organizations and reputational risk associated to it.
The incumbent provides guidance and advice on cash resource requirements in some 125 countries, together with management of multi-currency requirements as well as financial risk exposures. This includes managing global transactions and foreign exchange volumes equivalent to US$3.5 billion per annum.
The Treasury and Cash Service develops banking and investment policies, processes and procedures to optimize the availability and management of funds. This requires the establishment of appropriate bank counterparty and custodian arrangements, and the supervision of investment management in compliance with the Financial Regulations and Rules of the Organization. Treasury Management Systems (TMS) are managed by the Head of Service to ensure the integration of banking institutions and enable automated global real time liquidity management and cash flow forecasting across the systems from contributions receipts to disbursements. Treasury and Cash Service is engaged in designing and implementing a bespoke Financial Control Framework to institutionalise the Cash Based Interventions (CBI) strategy, together with validating the required governance and structure by identifying potential risks and gaps. The Head of the Service participates in key negotiations and arrangements at the UN Organizational level, including with multi-lateral funding and donor governments, and with operational partners. Treasury and Cash Service plays a key role in the custody and distribution of financial resources and the monitoring of financial management and statutory compliance requirements, involving specialized Treasury and financial risk management, under the International Public Sector Accounting Standards (IPSAS).

Duties

  • Contribute to the development, update, promotion, and implementation of Treasury Management policies pertaining to liquidity, foreign exchange, and investment.
  • Monitor, review and improve, as required the implementation of related specialized Treasury Management Systems, processes and procedures.
  • Provide strategic vision and financial management direction pertaining to the delivery of best practice in Treasury management and applying industry standard risk management methodologies.
  • Lead work on increasing efficiency, effectiveness and applying best practise in global treasury management, key business processes, risk management in foreign exchange and investment, providing specialized financial reporting.
  • Guide and advise UNHCR offices globally on policy and operational issues related to Treasury Management, selection of bank relationships, and Cash Based Intervention (CBI) and structuring for bespoke commercial proposals.
  • Manage global banking offerings to meet UNHCR technical and functional requirements for ¿value for money¿.
  • Devise financial risk management methodologies, including identifying and evaluating financial risk exposures for interest rate risk, credit risk, counterparty risk, foreign exchange and investment.
  • Plan, organize, manage and supervise the day-to-day delivery of liquidity requirements and funding of bank account structure and manage staff resources.
  • Ensure that policies in force are compatible with operational requirements at the Field level and fully support the organization¿s needs.
  • Ensure the timely and efficient management process to provide field location with cash resources worldwide.
  • Manage functionalities and technical requirement in Treasury Management Systems including leveraging current PeopleSoft modules and banking systems integration, controlling real-time cash position management, enhancing functionality of streamlining of e-banking platforms and automating transactional and accounting transactions.
  • Manage the Investment Committee and investment reporting, including risk and performance measurement.
  • Advise Senior Management regularly analyse trends and make recommendations with supporting statistics to support decision making at the strategic level.
  • Coordinate the Treasury management work with other relevant divisions of the organisation.
  • Represent the Division, on matters concerning the overall direction of UNHCR in terms of resource requirements to include taking due regard of liquidity, foreign exchange, and bank arrangements and selection criteria for CBI.

  • Minimum of 17 years¿ experience in Treasury and Financial instrument risk management, integrated Financial Management of which minimum 10 years at the international level, including proven experience in foreign exchange management and investment management.

  • Proven experience in overseeing the establishment and management of global Treasury and Financial Risk Management systems, processes, and procedures in a global context with major bank relationships.

  • Relevant experience in global liquidity management with several years at the senior management level within the UN system of organisations.

  • Demonstrated experience in providing oversight and governance in Treasury and Financial Risk Management reporting for statutory purposes, as well as regulatory compliance purposes.

  • Knowledge and being able to substantiate the application of Financial Risk Management Methodologies and their evaluation criteria.

  • Knowledge and demonstrated expertise of Treasury Management Systems with specific emphasis of integration and automation to Financial Accounting Systems and Banking transactional systems.

  • Proven experience in investment performance reporting and providing governance through control mechanisms of managing investment committees.

  • Experience in ERP systems (preferably PeopleSoft/Oracle), Treasury Management Systems (TMS), including expertise in financial instruments transactions, their execution and accounting compliance with the International Public Sector Accounting Standards (IPSAS).

  • Experience in Cash Based Intervention and associated requirements in establishing a financial control framework for transparency, accountability and reporting to all stakeholders.

  • Fluency in English and French.
