NRC is looking for Head of Support who will play a vital role in leading and ensuring that all support functions are providing high quality and efficient support programme implementation. With at least 4 years of experience from a senior management position in a humanitarian/ recovery context and experience from working in complex and volatile contexts.

HEAT training is mandatory to join the role.

Role and responsibilities

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support programme implementation.

  • Line management for support managers such as Finance, HR & Admin and Logistics (incl. ICT)
  • Member of the Country Management Group (CMG)
  • Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
  • Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  • Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs
  • Responsible for development of new country specific technical SOPs, guidelines and tools
  • Responsible for organisational learning related to programme support
  • Act as the main CO focal point and lead the development of a recommended risk-based approach in relation to cash flow, alternative transfer mechanisms and the financial crisis faced by the country.
  • Lead the adaptation of the CO supply chain in view of the challenges faced by the country and the ongoing redirecting of the CO programmatic portfolio; ensure that due diligence is adequately performed; with a focus on procurement and distribution of emergency items during the winter season and other emergency response periods.
  • Set the procedures and systems related to the CO’s satellite office in Dushanbe, Tajikistan (e.g. rotation system, adequate support capabilities).
  • Act as the main CO focal point for the two main ongoing crosscutting issues: a) securing supporting documentation and COTER/sanctions related to procurements and hawala providers.

Competencies

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
