Permanent. Full Time position

Location Brovary, Ukraine with requirement to travel to other regions within the country

Salary – Up to £50,400 per annum depending upon experience + allowances and benefits

About the role:

The HALO Ukraine team is seeking a qualified and highly motivated Head of Support Services. As a senior leadership role, the Head of Support Services’ primary responsibility is to lead, manage and motivate all Support Services on a large and expanding programme spread over Ukraine including at least 3 locations.

The Head of Support Services will review, assess and, over time, improve existing support systems. There will be a requirement to train new and existing staff and develop the support capacity of the programme.

The successful individual will have a mandate to develop these departments as they see fit in line with the programme strategy set by the Programme Manager (PM), the organisational strategy, and in support of all HALO Ukraine operations.

Key Working Relationships: The Head of Support Services will report directly to the Programme Manager and will work closely with four other Heads (Operations, Finance, HR, Partnerships) and the managers of the teams for which they are responsible.

Responsible for: The Head of Support Services will have direct line management responsibility for the managers of the following departments: Logistics, Fleet, Medical, Facilities, Administration.

RESPONSIBILITIES

Overall

  • Ensure Support Services teams are fit for purpose to support ongoing programme and organisational strategic objectives.
  • Oversee and provide leadership and mentorship to all support services (Logistics, Fleet, Medical, Facilities, Administration) and contribute to their smooth and effective cooperation between teams and other departments.
  • Line management of all Support Services Managers.
  • Participate actively in country program management and strategy meetings with other members of the senior management team.
  • Assist the PM to ensure strict and consistent application of HALO rules and regulations and ensure the implementation of clear accountability mechanisms.
  • Regularly visit HALO locations to check that establish standards are well maintained in all departments and where required suggest improvements.

Who we’re looking for:

SKILLS AND EXPERIENCE

Required

  • University degree in supply chain, logistics, business management or related field.
  • Significant experience in INGO in an international setting including significant experience in a senior role in a core support function, (head of logistics department)
  • Experience working on an INGO programme of +1,000 staff, with budgets >$20 million
  • Significant experience in procurement and tender processes
  • Proven experience working in an ERP system, including supply chain, finance, and information systems. Strong IT skills
  • Resilient, adaptable, and able to work comfortably in a conflict setting
  • Demonstrated management and leadership skills
  • Collaborative working and communication style
  • Fluent English speaker with very strong written English
  • Strong numeracy skills and data analysis skills
  • Good cultural awareness, able to adapt to collaborating with different people
  • A self-starter, able to organise and manage their own time and lead a team to deliver quality work in a timely fashion
  • A practical and adaptable person, prepared to work in a challenging and fluid operating environment

Desirable

  • Ukrainian and/or Russian language skills
  • Experience in humanitarian mine action
