1. Background/Context

The purpose of the Head of Support North of Central America and Mexico (NCA&M) position is to ensure that all support functions are providing high quality and efficient support programme implementation in the countries of North of Central America (Honduras, El Salvador, Guatemala) and Mexico. The position plays a significant role in organizational structure and implementation of NRC Support Systems and Procedures across all offices.

2. Role and responsibilities

The following is a brief description of the role:

  1. Line management for support managers such as Finance, HR & Admin, Logistics, Risk and Compliance and ICT.
  2. Member of the Country Management Group (CMG)
  3. Comply with and adhere to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Facilitate the support function`s strategic input to the development of the Country Strategy and Plan of Action
  5. Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans.
  6. Responsible for ensuring quality and timely support to project implementation.
  7. Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs.
  8. Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation.
  9. Responsible for development of new country specific technical SOPs, guidelines and tools
  10. Responsible for technical capacity building of support staff
  11. Create collaborative and supportive working relationships between support and programme teams in all offices, ensuring respectful communication and timely responses
  12. Build the skills, leadership and strategic vision of the support function managers to set up policies and processes, to think creatively and develop cost and time effective support systems at national level
  13. Ensure support team competency (skills and knowledge) in the implementation of cash-based interventions and market based programmes during emergency, recovery and protracted crisis contexts
  14. Ensure that NRC NCA&M operates within all relevant national laws, and complies with all regulations including those related to the labor law
  15. At the request of the Country Director, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports
  16. Accountable for corruption mapping and mitigation practices and procedures in the operation;
  17. Support and lead organizational development and change management processes in the areas of operation.
  18. Support the roll out and ensure monitoring of the organizational initiatives (Fair share financial model, Securing Supporting Document initiative, etc.)
  19. Lead on the implementation and consolidation of Support Systems and Procedures and Support HR Structure in Guatemala and Mexico.
  20. Deputize for the CD when requested.

3. What We Are Looking For

  • Minimum 4 years’ experience in a senior management position in a humanitarian/ recovery context
  • Experience working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Spanish, both written and verbal
  • Experience in implementation of humanitarian projects/programmes.
  • Solid knowledge of logistic and procurement, HR and finance routines in a humanitarian context.
  • Excellent communication skills.
  • Excellent problem solving skills.
  • Knowledge of the context and previous experience in Latin America is a plus.
  • Knowledge of NRC Systems and Procedures is a plus.
  • Ability to work under pressure, independently and with limited supervision.
  • Flexible and able to deal with sudden changes.
  • Experience with start-up of Country Offices and change management.

4. What We Offer

  • Type of contract: 18 months, extension subject to funding and performance.
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Tegucigalpa, Honduras.
  • Travel: up to 40 %.
