The current Head of Support in Ukraine moves to a new positon in Norwegian Red Cross Europe Team, and we are looking for his replacement.

Norwegian Red Cross supports Ukrainian Red Cross in their effort to deliver lifesaving humanitarian support to vulnerable people affected by the war and as Head of Support you will be a key member of our management team in Ukraine. You will contribute to the strategic leadership and ensure development and control related to our support functions.

The position is based in Kyiv and you will work under the direct supervision of our Country Manager.

Duties and responsibilities

Strategic responisbilities:

  • Responsible for managing annual financial processes in country and ensuring compliance with organizational policies and procedures in financial and administrative matters.
  • Advisory role to Country Manager and program design.
  • Managing the support team, strengthen and organize effective support functions to our country office.

Some Operational responisbilities

  • Responsible for quality and timely financial and procurement planning in the country.
  • Responsible to control and quality check of financial donor reporting according to donor requirements in country.
  • Manages financial aspects of the country office, including reconciliations, NFO budgeting, budget monitoring and analysis, and forecasting.
  • Maintain comprehensive country office procurement files.
  • Supervising multi-disciplinary teams of staff including logistics, finance, general administration, including maintenance, grounds, security and other
  • Ensure roles and responsibilities related to support functions are clear across all levels
  • Managing cost-efficient provision of administrative services, e.g general administrative services, archives, insurance, visa processing within the country.
  • Trains new support staff in Norwegian Red Cross rules and regulations, and the correct use of available finance management tool.
  • Supports the accountants in the country, enabling them to book expenditure correctly and in a timely manner.
  • Overseeing and agreeing contracts and providers for services including security, parking, cleaning, catering and technology.
  • Verify deliveries and ensure completion before processing of payments to the suppliers.

Qualifications

  • University Degree in Business Administration, Finance, Procurement, Logistics, or similar related degree.
  • Three years of relevant experience, within administration and procurement.
  • Three years’ experience in financial planning and budget analysis.
  • Proven experience with risk management.
  • Knowledge of relevant accounting concepts, International Financial Reporting Standards or equivalent.
  • Understanding of supply chain management and ICT.
  • Fluency in English in required. Working proficiency of regional languages is an asset.
