Context:

Under the direct supervision of the Chief of Mission (CoM) in Niger, and in close coordination with relevant Programme Managers (PMs) for active projects in the region, the successful candidate will be responsible and accountable for the overall supervision of the IOM sub-office in Tahoua, Diffa or Tillabéri. IOM implements multiple projects per region, including community stabilization, reintegration of returned migrants and immigration and border management.

Core Functions / Responsibilities:

  1. Supervise the budgetary, operational and administrative functions of the Sub-Office in accordance with the Organization’s regulations and procedures.

  2. Supervise project staff and monitor the work of consultants working in the relevant Sub-Office, including organizing capacity building of local staff, and ensuring adherence to IOM’s staff rules and regulations.

  3. Ensure compliance to mandatory IOM trainings for all staff, consultants and local partners.

  4. Identify and analyze gaps, operational challenges and constraints and recommend action to address these in close consultation with the COM and other relevant staff, to streamline procedures for the programmes and processes in the Sub-Office.

  5. Maintain and work to strengthen working relationships with regional and local governmental authorities, international organizations and NGOs, and other stakeholders.

  6. Undertake duty travel related to programme assessments and guidance, liaison with counterparts and partners, and various meetings.

  7. Provide regular and timely information and updates, and draft weekly reports related to programme achievements, challenges, budget considerations and donor liaison issues to the CoM and other members of the Senior Management Team (SMT).

  8. Closely coordinate with the Senior Resource Management Officer (SRMO) and all units under resource management (ITC, Finance, Logistics and Procurement, Human Resources) in Niamey to ensure that relevant policies and procedures are implemented at field level in a coherent manner.

  9. Check compliance with IOM policies and procedures, including implementation of internal control measures to prevent fraud and mismanagement.

  10. Take necessary measures as appropriate, in close coordination with relevant members of the SMT, relevant project managers, especially the Protection Unit and the PSEA focal points, to facilitate prevention and proper responses to complaints of fraud, sexual exploitation and abuse, and other unethical practices.

  11. Facilitate field visibility in close coordination with the relevant units within IOM.

  12. Liaise with relevant security actors – particularly United Nations Department for Safety and Security (UNDSS) – to check that IOM staff are cleared for travel in a timely and efficient manner.

  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in Political Science, Social Science, International Studies, Public Administration, Economics or a related field from an academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Professional experience in managing crisis response, recovery and development projects and managing staff;

• Experience with handling confidential data;

• Prior work experience with IOM is an asset;

• Prior work experience in the region and understanding of region issues and trends is an advantage;

• Solid experience in working relationship with local authorities, international organizations and NGO’s.

Skills

• In depth knowledge of the broad range of migration related subject areas dealt with by theOrganization;

• Strong management, supervision and capacity building skills.

• Strong knowledge in report writing.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and French is required (oral and written). Working knowledge of Spanish and/or other local languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
