Amentum SPEO is recruiting for the OSCE! The OSCE Mission to Bosnia is seeking a Head of Security Co-operation (BAH000050), a senior manager with an advanced degree and/or certified training course in a relevant field, and 10+ years of progressively responsible professional experience including 5+ years at the management level relevant to the actual position. Amentum’s Seconded Personnel and Election Observers (SPEO) project rapidly deploys and supports U.S. citizens for seconded job and election observation opportunities on behalf of the U.S. Department of State (DOS) to the Organization for Security and Cooperation in Europe (OSCE).

The position requires: extensive experience in international relations as well as in multidisciplinary issues related to security policy, security sector reform and politico-military affairs (e.g., arms control; cybersecurity; preventing and countering terrorism; border security and management; etc.); experience in conducting negotiations, advocacy and/or liaison with governmental, military and/or law enforcement authorities; demonstrated understanding of policy matters within European and regional security and defense structures, including best practices and approaches to address contemporary security threats and challenges; demonstrated understanding and experience of the comprehensive approach to security and the concept of inclusive security; demonstrated gender awareness and sensitivity, and a proven ability to integrate a gender perspective into programming and activities; strong diplomatic, organizational and analytical skills; experience in programme planning and management; windows applications; ability to work as a member of a team, with people of different cultural, religious, gender, and political backgrounds/views; gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; ability to work on cross-cutting issues related to security and community outreach; cultural sensitivity and sound judgment, highest professional and ethical standards; flexibility and ability to work under pressure and with limited time frames.

Desirable: understanding of both the security sector situation in Bosnia and Herzegovina, in particular its institutions and bodies, and the overall political situation; experience working in international organizations and/or a multinational setting; familiarity with the OSCE policies, principles, procedures, practices and organizational structure; working knowledge of the local languages.
