WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 14 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, State of Palestine, , Syria, Tunisia, Turkey and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development.

JOB PURPOSE

As the largest humanitarian agency in the world, WFP is well-known for its ability to respond to crises and deliver assistance to people in need at scale. However, WFP also has an ethical responsibility to ensure that its programmes do not inadvertently cause harm to affected populations. Recognizing this, WFP has made a number of corporate commitments related to the prevention of sexual exploitation and abuse (PSEA), protection, accountability to affected populations (AAP), disability inclusion and gender.

More recently, WFP has expanded this normative framework to include conflict-sensitivity and environmental safeguarding. All of these commitments need to be put into practice in real operational settings. In order for this to happen, country offices (COs) need support to identify areas of risk and develop practical ways to address them. Realistically, this can only be done by highly-experienced practitioners that have have genuine subject matter expertise.

This position addresses that gap in the RBC region. You will be directly responsible for WFP’s efforts related to PSEA, protection, AAP and disability inclusion. You will also directly supervise the Regional Gender Advisor and, by extension, have the overall responsibility for WFP’s gender portfolio in the region. You will also be expected to coordinate closely with other RBC colleagues who are working on conflict-sensitivity and environmental safeguarding.

The position will be based in the Emergency Preparedness and Response (EPR) Unit reporting directly into the Regional Head of EPR.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education:

-Advanced academic degree in international relations, law, social sciences, development studies or another relevant discipline

Experience:

-At least nine (6) years of postgraduate progressively responsible professional experience in the humanitarian-development system, of which at least three (3) years have been spent working in a low/middle-income setting or humanitarian crisis context

-Demonstrable experience of working directly on protection mainstreaming, community engagement, disability inclusion and/or gender mainstreaming in a humanitarian crisis context

-A good understanding of WFP’s corporate commitments related to PSEA, protection, AAP, disability inclusion; and gender is desired

Knowledge & Skills:

-Demonstrable subject matter expertise in at least two of the following areas: PSEA; protection; AAP; disability inclusion; and gender. Flexibility, including willingness to undertake frequent missions and spend up to fifty (50) percent of the time in the field, including hardship duty stations.

Languages:

-Fluency in English (oral and written)

-Working knowledge of Arabic, French or Russian is desired.

KEY ACCOUNTABILITIES (not all-inclusive)

1. MANAGEMENT: Directly supervise the Regional Gender Advisor and act as Officer in Charge (OIC) for the EPR Unit when required. Act as WFP’s regional PSEA focal point.

2. EXTERNAL COORDINATION: Represent RBC vis-à-vis counterparts in headquarters and in relevant interagengy fora

3. INTERNAL COORDINATION: Ensure a more rationalized and streamlined application of WFP’s safeguarding commitments, in coordination with other subject matter experts

4. TECHNICAL GUIDANCE: Ensure that COs are receiving timely and relevant support to operationalize WFP’s safeguarding commitments

5. SURGE SUPPORT: If an emergency happens, be on standby to provide remote or on-site support to the response

6. Any other duties as required

DELIVERABLES AT THE END OF THE CONTRACT

-WFP regionally has a rationalized and streamlined approach for operationalizing its corporate safeguarding commitments, and can demonstrate tangible progress

-The design of new Country Strategic Plans (CSPs) and other critical programmes reflects WFP’s corporate safeguarding commitments.

-Annual country reports (ACR) for 2021 have met minimum quality standards from the perspective of corporate cross-cutting issues

TYPE OF CONTRACT: Consultant

*This position is open to both Egyptian, and Non-Egyptian nationals. In line with WFP guidelines for regional offices on the use of consultancy contracts, should the selected candidate be Egyptian, a national consultant contract (Special Service Agreement – SSA) will be offered.
