Organizational Context and Scope:
IOM, UN Migration Agency in Geneva, Switzerland is looking for Head of Quality Assurance, Policy and Legal Support who will lead the team of OIO employees who perform Quality Assurance, Policy and Legal Support work (QPLS) for the Investigations branch of OIO. Provide expert guidance to QPLS team members and ensure compliance with Standard Operating Procedures.
Required Qualifications and Experience:
Education
- Master’s degree in Law, Criminology, Human Rights, International Relations, or a related field from an accredited academic institution with seven years of relevant professional experience; or,
- University degree in the above fields with nine years of relevant professional experience.
Experience
- At least seven years (nine years for bachelor’s degree holders) of postgraduate progressively responsible professional experience related to administrative or criminal investigations, criminal justice and/or international civil service law;
- Previous experience in the area of administrative investigations with an international organization or NGO, international financing institution or similar, is required; and,
- Previous experience in providing Quality Assurance, Policy and Legal Support to an investigations function in an international organization or NGO, international financing institution or similar, is a distinct advantage.
Skills
- Demonstrated knowledge of investigative procedures and principles for administrative investigations at the United Nations as well as relevant jurisprudence, including with regards to legal due process;
- Familiarity with practical challenges of conducting investigations in an international setting;
- Ability to review and edit the work of others and provide constructive feedback;
- Attention to detail;
- Excellent legal analysis and research skills;
- Capacity to analyze complex fact patterns;
- Excellent report writing, editorial and communication skills; and,
- Good organizational and planning skills.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language(Arabic, Chinese, French, Russian and Spanish)is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
