JOB DESCRIPTION

Job Title: Head of Programs.

Project / Department Title: Programs.

Direct supervisor / Reports to: CEO.

Overall objective of the job:

The Head of Programs provides leadership in the design and delivery of the IYD Syria program, including mobilization and stewardship of resources and program quality and accountability, while upholding the principles outlined in the Core Humanitarian Standards. The post-holder is responsible for the quality of program delivery, the development of in-country expertise in FSL, ERL, SNFI, WASH and Protection, as well supporting the capacity development of national staff. They establish clear communications and direction for all program staff, participates actively in program management, coordination, and strategy meetings with other members of the senior management team. The HoP actively engages with partners, the INGO and donor community to build and maintain a constructive relationship.

Roles and Responsibilities:

Program Strategy Development

  • Lead on overall program strategy development through consultations with program Managers and CEO to support strategic growth.
  • Remain informed of humanitarian response and funding trends in-country and provide regular updates on these trends.
  • Lead on the development of programs’ policies, SOPs, and manuals and ensures the consistency of these tools in all IYD’s programs.
  • Provide overall guidance and direction to the program on achieving agreed targets and strategic objectives for program department.
  • Contribute to and lead program development efforts by identifying opportunities and working with program team to respond to those opportunities.
  • Develop an annual program budget in line with the country strategy, interfacing closely with all other key departments including finance, HR, operations and security.
  • Support advocacy and communications with input into technical messaging.

Proposal writing and Grants Management

  • Lead on program development with programs Managers to identify funding opportunities and develop competitive, responsive proposals that are in line with IYD strategy and compliant with donors.
  • Ensure that the different programs of IYD are coordinated, integrated; and support each other to optimize programs and projects.
  • Liaise with donors to discuss current and potential funding opportunities.
  • Ensure that all internal and external reports are provided in a timely fashion and high quality in collaboration with relevant staff.
  • Manage the ongoing grants in coordination with Programs Managers and other supporting department and ensure quality implementation of all projects of IYD.
  • Follow up on the Supporting Documents Matrix (SDM) and make sure all the donors’ requirements are met.
  • Support MEAL in developing a Need Assessment tools by defining topics and providing technical oversight to projects.
  • Ensure that program technical staff provide input into proposals and regularly communicate planned requirements for program design and implementation to relevant sector.
  • Ensure close monitoring and documentation of programs implementation against indicators and objectives.
  • Work closely with the Grants & Partnership Coordinator to ensure donor compliance for IYD programs and Partnerships.

Coordination and external representation

  • Support in establishing, maintaining, and improving active and regular working relationships with partners and donors, and local and international NGOs.
  • Attend meetings with organizations and stakeholders as required and assigned by the CEO.
  • When necessary, participate in sector coordination groups and identify areas for coordination and collaboration. If delegated, ensure staff representing IYD are positively contributing to coordination and representation.
  • Keep close relationship with IYD donors ensure regular program exchange and sharing of context and program related analysis; Ensure effective advocacy to respond to identified humanitarian needs.
  • Maintain effective communication and updating on program activities with CEO and other department heads and IYD’s team.

Budgeting and Forecasting

  • Ensure Program Managers oversee budget monitoring for program activities and adopt early measures to address potential diversion from planned spending.
  • In collaboration with Finance and Grant, oversee all program funds according to established accounting policies and procedures, in-line with IYD regulations and donor compliance.
  • Monitor and ensure that Program Managers monitor and budgets in terms of expenses, projections, under and overspends, BVA analysis and timely allocations, fully expensing projects as per program documents and log frames and in-line with IYD policies and IYD’s Program Management Framework.

Human Resources Management

  • Directly supervise all Program Managers, and other team members, providing guidance and direction on work planning, priority setting, task management, performance, growth, and learning.
  • Co-monitor the recruitment, training, and all staffing matters of programs staff to ensure core functions are filled.
  • Manage the performance of team members according to IYD performance management SOPs as well as through appropriate coaching, mentoring, training, and development.
  • Ensure adherence to and enforcement of HR policies including punctuality, productivity and principles of a professional work environment within the program team with high consistency.
  • Provide capacity building and active coaching on program management to program staff.

Note: The above-mentioned key responsibilities/accountabilities are illustrative ones. Other future responsibilities/accountabilities may be assigned to the job depending on the department organizational chart.

Qualifications:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

Essential Qualifications

  • At least 8-year experience in the NGO environment, including experience directing and implementing programs for IDPs and host communities in both emergency and development contexts, including 3 years in senior management positions.
  • Recognized leadership role and experience in more than one of the IYD priority sectors: Livelihoods, WASH, Food Security, SNFI, Protection, and Emergency Response.
  • University Degree in management, International Development, Humanitarian Programming, or a related discipline.
  • Experience in working and managing fund from diversity of sources including but not limited to key donors, in particular ECHO, FCDO, BHA, and UN agencies.
  • Experience in working with partner organizations in humanitarian or development settings.
  • Advanced Level in English and Arabic

Preferred Qualifications

  • MA Degree in management, International Development, Humanitarian Programming, or a related discipline.
  • At least 10-year experience in the NGO environment, including experience directing and implementing programs for IDPs and host communities in both emergency and development contexts.
  • Native-like level in English.
