ZOA South Sudan was founded in 1998 and Dorcas started to operate in South Sudan in 2000. ZOA and Dorcas have thus both been individually present in South Sudan for years. As of 2022, ZOA and Dorcas have established a partnership in South Sudan, integrating the operations of both organisations into one joint working organisation: ZOA Dorcas South Sudan. The purpose is to collectively reach more effective and efficient impact for people in need in South Sudan.

About our work in South Sudan

The people in South Sudan find themselves amidst a complex and protracted humanitarian crisis resulting from years of armed conflict, recurring natural disasters and severe economic crisis. Although some progress has been made, the uncertainties around the current peace process remains. This also requires us to remain flexible and to adopt a triple nexus approach.

We are working in the following sectors: Food Security & Livelihoods (FSL), Nutrition, Water, Sanitation and Hygiene (WASH), Technical and Vocational Education and Training, Entrepreneurship, Peacebuilding. Inclusion (gender and disability) is a crosscutting theme. Where possible different sectors are combined to allow for integrated programming providing a holistic response to the (diverse) need of the beneficiaries. We work together with local partners and other organizations.

We currently work in Jonglei, Western Bahr El Ghazal, Warrap States and the Greater Pibor Administrative Area, and aim to expand to more geographical areas in the future.

Your challenge

The joint working organisation is operating under the registration of ZOA. The position of Head of Programmes (HoP) will contractually be connected to ZOA, but will represent the interests of both ZOA and Dorcas. The annual portfolio is EUR 6 Million and growing. The position of HoP is crucial in establishing and expanding a solid portfolio, aiming at reaching more people in need with effective and high-quality programming.

The HoP will be based in Juba and oversees implementation of projects in Jonglei State, Pibor Administrative Area, Western Bahr El Ghazal State, Warrap State, and possible additional locations in the future.

The HoP role is to lead, develop and manage the ZOA Dorcas programme team and to deliver the country strategy and annual plans through development, effective coordination, technical support and guidance by ensuring a cohesive team spirit and motivation to perform. The HoP manages and ensures resource mobilization, prioritization, allocation and delivery. The HoP is member of the Country Management Team and also acting Country Director.

Your main tasks and responsibilities

Overall leadership and integral management responsibility for the delivery of ZOA Dorcas South Sudan projects and programmes on time, within budget, to desired quality levels with local ownership and sustainability.

Your main responsibilities and tasks will consist of the following:

Programme Design, Planning, Management and Implementation

  • Provide leadership for the development of the (strategic) programme and project plans and budgets, with at least an annual review based on the context, needs and learning reviews;
  • Provide leadership for all programme team members to ensure the effective delivery of all objectives internally and externally;
  • Ensure that all team members take people centred approach in project design, fully embedding cross cutting areas such as conflict sensitivity, gender and protection;
  • Ensure quality and timely delivery of all projects;
  • Ensure, together with the Head of Finance, that expenditure is in line with budget and disallowable expenditure is minimized;
  • Ensure that ZOA Dorcas South Sudan’s project cycle management methodology is fully embedded and followed by all programme staff members.
  • Build competence in programme teams to ensure all project managers and coordinators are accountable for their individual project budgets;
  • Oversee the implementation and monitoring of ZOA Dorcas South Sudan and donor policies ensuring full compliance.

Portfolio development

  • Represent ZOA Dorcas South Sudan and build and maintain positive relationships with current and potential donors and other (external) stakeholders;
  • Take the lead in the design of winning proposals and contribute to a growing portfolio;
  • Ensure programme teams contribute programme ideas and needs analysis for grant proposals;
  • Coach project staff to professionally and competently maintain their donor relationships, participate actively in cluster meetings and ensure a fruitful and effective relationship with local authorities, colleague organisations and other stakeholders.

Programme reviews, monitoring, learning and reporting

  • Ensure quality, accurate and timely submission of donor, government, cluster and other reports as per agreed standards and deadlines;
  • Ensure all projects are delivered in full compliance with approved project plan;
  • Ensure ZOA Dorcas South Sudan is represented in relevant programmatic meetings, knowledge sharing and learning fora, with learnings shared accordingly;
  • Ensure the appropriate MEAL frameworks and tools are implemented to evaluate all projects;
  • Ensure learning is documented, contributing towards our track record and evidence our contribution to relief and recovery and development sectors in South Sudan.

Partnership and external representation

  • Support programme teams to strengthen our relationships and contribution in networks/fora in all relevant areas;
  • Represent ZOA Dorcas South Sudan in networks/fora/meetings at national level;
  • Ensure effective partnerships at all levels using the appropriate assessment tools and guidelines;
  • Support the vision of ZOA and Dorcas on localisation, ensuring local capacity is supported and strengthened and local knowledge and expertise is seen as valuable resources to drive programmatic choices and decisions;
  • Ensure the quality of existing collaboration with local partners and support the strengthening of their capacity;
  • Ensure follow up and delivery of agreed capacity building plans with partners.

Localisation / Partner management

  • Lead the process of establishing new partnerships with local organisations;
  • Ensure the quality of the relationship with (local) partner organisations;
  • Manage implementing and strategic partnership engagements at country level.

Leadership and management

  • Build a high performing programme team ensuring implementation of the ZOA Dorcas regarding performance management system;
  • Create an inclusive and empowering work environment enabling all staff to excel in their roles and inspire innovation;
  • Ensure all programme staff attend induction, complete regular mandatory training and receive coaching, mentoring and advice so they can perform well in role;
  • Represent the programme department and all programmes in the country in the Country Management Team.

Your profile

Identity

Knowledge & Experience

  • University degree in a humanitarian, development or other relevant field;
  • Ten years field experience in a similar position, preferably in a conflict/post-conflict setting;
  • Management experience;
  • Familiar with Project Cycle Management;
  • Strong command of English, preferably knowledge of Arabic.
