Context:

IOM Chad is implementing a wide range of programmes on the humanitarian – development peace nexus in Chad in response to multifaceted and dynamic migration movements. In Lac Chad, IOM is focused on humanitarian assistance (shelter, non-food items) and provision of durable solutions, in the Sahel and northern Chad IOM focuses on community stabilization, nexus and transition programming (incl. border management, identity card management, response to climate change, resilience, gender sensitive programming).

Under the direct supervision of the Chief of Mission and in close collaboration with heads of units in IOM Chad mission and in close coordination with the relevant regional thematic specialists in the regional office in Senegal, the Head of Programmes (Emergency and Community Stabilization) will be responsible for heading the emergency and stabilization programmes.

Core Functions / Responsibilities:

  1. Provide overall coordination and management of the various programmes under the emergency and stabilization unit and support the strategic development of the unit, including through the development of areas of engagement such as climate change induced displacement, cash programming, Disaster Risk Reduction, and furthering ongoing programmes such as resilience programmes, integrated community stabilization, progressive resolution of displacement situations etc.

  2. In close coordination with the Department of Operations and Emergencies, provide strategic and operational oversight of IOM’s response to largescale displacement, including preparedness, response and facilitating longer term recovery, community stabilization, durable solutions and peacebuilding in areas impacted by internal displacement and/or return Chadians fleeing crises or otherwise impacted by forced migration dynamics.

  3. Review and monitor implementation methodologies, coordination mechanisms with communities and authorities, as well as clusters and key line ministries of community stabilization, nexus, and peacebuilding projects to ensure highest level of coordination and buy in, in his/her capacity of supervising the project management functions.

  4. In coordination with the Chief of Mission, lead the development of new programmes and partnerships, including with the activated clusters, government counterparts, UN agencies/joint programmes, Non-Governmental Organisation (NGOs), donors the private sector, civil society groups, academics, and other stakeholders.

  5. Proactively train and coach project managers with the unit in the adherence to humanitarian principles, do no harm frameworks and managerial methodologies as required and feasible to ensure high-level quality of deliverables, ensuring submission of timely and correct financial and narrative reports.

  6. Specifically provide support to the management of decentralized processes of time-sensitive projects in the sub-offices to ensure timely provision of required assistance to beneficiaries and realization of projects according to project cycles.

  7. Overview of procurement, recruitment and financial expenditures of projects implemented within the unit to ensure timely reporting, identification of challenges and solutions.

  8. Provide timely updates of any relevant programmatic challenges to the Chief of Mission

  9. Liaise with donors, government and other stakeholders on ongoing IOM programmes as delegated by the Chief of Mission.

  10. Contribute to the strengthening of communication and coordination, with a view to improving the efficiency of programme implementation and cohesion across the teams implementing Preparedness, Response, DTM, Recovery and Community Stabilization programmes.

  11. Represent IOM in joint programming within the United Nations System, such as the Programme Management Team (PMT) and the intercluster coordination (ICC), as well as other working groups or clusters as may be required, ensuring timely reporting of IOM’s contributions to the joint frameworks.

  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Agricultural Engineering, or a related field from an accredited academic institution and five years of related work experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in mentoring and staff development;

• Significant experience in application of IOM/UN (or similar organizations) rules and procedures, especially concerning administration and procurement;

• Experience with joint funding mechanisms, such as peacebuilding fund/ UNDAF etc.;

• Technical experience with any of the following: cash for work methodologies, peacebuilding programming, border management, diaspora engagement;

• Experience in emergency settings with strong knowledge of IOM/UN project life cycles;

• Relevant combination of training and experience in the field of operations, and solid working experience in complex environments;

• Experience in liaising with government authorities and local communities, as well as national and international institutions;

• Broad field experience in the areas of Shelter and NFIs, Water, Sanitation and Hygiene(WASH), and logistics;

• Experience of working in conflict situations and heading field offices or sub-offices is a distinct advantage;

• Familiarity with IOM/UN administrative and financial management;

• Familiarity with the region is an asset.

Skills

• Familiarity with Cluster management;

• Knowledge of Community Stabilization/participatory community evaluations;

• Capacities in Monitoring and Evaluation;

• Demonstrated aptitudes in Project Development;

• Solid knowledge of Financial Management;

• Managing complex emergency responses;

Languages

IOM’s official languages are English, French, and Spanish.
