Job Purpose: The Head of Programmes (HoP) manages and oversees overall programmes implementation, provide leadership and management of the strategic programming to strengthen MA-UK’s programme development, quality and accountability. The HoP ensures the internal coherence between programmes activities and donor compliances. He/she is also responsible for ensuring that programmes are driven by needs, evidence-based, adaptable to contextual changes, sustainability, and conflict sensitivity. Also ensures all programmes are resourced appropriately and monitored closely by visiting field offices and project sites accordingly.

Key Accountabilities:

Development, Implementation and Management of all Programmes

  • Oversee the implementation of all MA-UK (Myanmar) programmes, providing intellectual vision and strategic direction to ensure all programmes are in line with MA-UK strategic priorities.
  • Ensure the delivery of MA-UK (Myanmar) country programme with demonstrable impact and ensure that programmes meet overall quality and learning standards.
  • With the assistance of project managers, assist in the compilation of the Annual Report, and work-plan budget(s).
  • Prepare and/or review draft proposals, reports, and other outputs to ensure quality and accuracy with respect to content, and confidentiality of sensitive information.
  • Review and lead in the production of high-quality reports and ensure their accuracy and timely submission to donors, HQ and other relevant stakeholders, in addition to ensuring confidentiality of sensitive information.
  • Conduct programme analysis, draw conclusions and make recommendations involving a range of inputs to enhance programme delivery.
  • Make key decisions in relation to programme implementation, offer and discuss solutions to problems that arise throughout the programme cycle.
  • Manage and monitor all programme components – training, technical assistance, grant-management, compliance, etc. – to ensure programmes are meeting their proposed aims and objectives on time and within budget, with high quality outputs for beneficiaries, and satisfaction for donors and other stakeholders.
  • Lead the programmes team in the development of sustainable programmes and quality proposals targeting institutional funding, using participatory approaches that involve all relevant stakeholders, ensuring that these are in line with MA-UK strategic and thematic objectives.
  • Ensure programmes comply with all policies and procedures, as well as legal and regulatory requirements.

Programme Quality, Monitoring & Evaluation

  • Supervise the development and implementation of an organisation-wide strategic plan with mechanisms for programme monitoring, evaluation, accountability and learning (MEAL).
  • Supervise programme quality to ensure sound programme design, robust monitoring and evaluation activities are planned and undertaken, and that evidence of impact is documented and disseminated to relevant stakeholders.
  • Lead the programme team to develop, finalise and closely monitor programme budgets.

Build and Maintain Donor/Partner Relations

  • Work closely with the Programme Development Manager and Country Director to diversify funding sources for ongoing activities and new programmes through developing existing or new relationships with donors and other key partners.
  • Engage in active fundraising for programmes in key focus areas, and develop and implement a resource mobilisation and outreach strategy for the organisation, concentrating in particular on institutional donor funding.
  • Oversee the partner portfolio, with specific reference to the identification of both implementing and strategic partners and building and maintaining these relationships.
  • Develop, facilitate, and maintain links with civil society (including non-implementing partners), the private sector, academic/knowledge institutions, and governments, that can be used to enhance MA-UK’s work, and identify key partners to collaborate with on the delivery of programmes.
  • Ensure excellent accountability and service delivery to beneficiaries, incorporating feedback and complaint mechanisms, and high levels of community participation in project designs, implementation, and evaluation.

Supervise and Coach Project Teams

  • Technically supervise and lead the programme team in various programmatic areas – livelihoods, microfinance, health, education, emergency response, etc. Facilitate project and programme officers in planning and ensuring that deliverables are met in accordance with proposals, plans, budgets and donor regulations.
  • With support from the Human Resources Manager, manage the life cycle of individuals within the programmes team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.
  • Provide regular one to ones to the relevant employees, ensuring that you adhere to MA-UK’s annual appraisal “PACE” framework.
  • Ensuring that relevant employees are set with annual SMART objectives and making sure that you are aware of your SMART objectives from your line manager.
  • Identify and address capacity gaps, and provide ongoing support to programme staff, ensuring team members have access to staff development opportunities.
  • Identify and ensure support for staff capacity building and training where it is needed, and in cooperation with senior management, help to develop and implement staff capacity building plans.
  • Maintain constructive, purposeful, trust-based and sincere relations with all colleagues.
  • Motivate the programme team and ensure they have clear SMART annual objectives that are derived from organisational objectives.

Representation

  • Contribute to the creation and maintenance of a positive image and the overall credibility of MA-UK Myanmar.
  • Support the representation of MA-UK (Myanmar) at key events and in key forums, participating in inter-NGO coordination meetings, cluster meetings, meetings with government departments at national and provincial levels, and any other relevant institutions.
  • Liaise with officials in the government, donors, UN agencies, NGOs, and the media, in order to maintain a close and positive working relationship between MA-UK and external institutions/partners.
  • When required, assume the role of Acting CD.

Others

  • Participate in all meetings, committees, forums, projects, and assignments as required.
  • Maintain and store all records in line with MA-UK document management and IT policies.
  • Comply with all policies, procedures, legal and regulatory requirements.
