Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) – the UN Migration Agency occupies the leading role in supporting Member States in migration management. In Guatemala, IOM implements programmes of assistance to vulnerable migrants, capacity building of governmental institutions and strengthening the link between migration and development.

Under the direct supervision and direction of the Chief of Mission (CoM), the Head of Programmes will be responsible for the oversight and coordination of IOM’s Guatemala programmes and will substantively contribute to resource mobilization.

Core Functions / Responsibilities:

  1. Oversee and coordinate IOM programmes, with a view to ensuring that they are principled,timely, effective and efficient.
  2. Work to build consensus among IOM programmes and actively facilitate cooperation among them, recognizing that the ownership of management rests with all relevant programme managers.
  3. Coordinate the design and development of project concepts and proposals in coordination with relevant Regional Office and Headquarters units/colleagues, government, and partners.
  4. Analyse and assess project/programme activities and advise the CoM accordingly about potentially required adjustments and emerging complementary opportunities.
  5. Provide overall guidance and support to IOM sub-offices Establish and maintain strong and regular liaison with the project/programme partners, such as governmental authorities, diplomatic missions, and any other concerned agencies and working groups, aiming at coordinating, and promoting new activities and facilitating the implementation of ongoing activities and fund raising for new projects/programmes.
  6. Ensure adherence to established policies and procedures in the formulation of project activities, coordinate and advise on the preparation of project documents, including design, monitoring and evaluation.
  7. Coordinate and backstop the operational, human resources, administrative and budgetary aspects of the project/programme, including supervision of project staff.
  8. Coordinate the communication and visibility actions of the missions in coordination with relevant partners.
  9. Represent IOM at meetings and events related to the design/ implementation/ monitoring of IOM’s Guatemala’s programmes.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree from an accredited academic institution in Political or Social Science, International Relations, Humanitarian Affairs, or a related field from an accredited institution with five years of relevant professional experience; or
  • University Degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in liaison with governmental authorities as well as with national and international institutions;
  • Experience in migration governance and migration protection and assistance;
  • Experience in the field of humanitarian emergencies, including operational and field experience, IOM project development, and management.

Skills

  • Demonstrated initiative and problem-solving skills;
  • Good knowledge of project formulation, administration and evaluation techniques and practices;
  • Familiarity with financial management; effective resource management skills;
  • Sound judgment, ability to extract, interpret, analyse and format data and resolve operational problem, ability to work with minimum supervision;
  • Ability to work effectively with local authorities, academic institutions and the broader community to advance country office objectives; • Excellent knowledge of Microsoft Office package;
  • Ability to manage a varied workload and prioritize tasks, work under pressure, and meet deadlines;
  • Effective communicator, successful negotiator, creative analytical thinker, active learner, team player, and cross-cultural facilitator.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and Spanish is required (oral and written).

Competencies will be assessed during a competency-based interview.

Other:

Internationally recruited professional staff are required to be mobile.

This will be verified as part of the medical clearance process.
