We are looking for a Head of Programme Support to join our NRC Kabul – Afghanistan team. The candidate should have strong leadership and influencing skills in addition.

• Minimum four years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context;
• Experience of working on, coordinating or leading consortia or other forms of partnership implementation;
• Experience in M&E systems and approaches, and accountability mechanisms and frameworks;
• Experience from working in complex and volatile contexts;
• Knowledge of the context in Afghanistan;
• Knowledge of donor landscape, priorities and conditions;
• Experience of working in integrated programmes;
• Experience of steering the development of M&E systems

Background
The humanitarian situation in Afghanistan is worsening, protracted, and complex, and NRC is one of the leading humanitarian response agencies (particularly for Afghans who have felt forced to flee their homes due to conflict), maintaining a presence of 12 offices and over 1,000 staff around the country — notably in the country’s most troubled provinces. NRC Afghanistan operates a diverse grants portfolio, which is set to grow commensurate with the mounting humanitarian needs over the current strategic period of 2022-2025.

Role and responsibilities
With a strong focus on programme quality and support, the Head of Programme Support Unit will guide the development and continuous evolution of NRC Afghanistan’s grant portfolio and will be the PCM compliance/focal point. As delegated from the Head of Programme, the Head of Programme Support Unit will ensure a robust Monitoring and Evaluation system for the Country programme, and support management of partnerships and consortia.

  • Funding : Support in the development of a multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities;
  • Compliance : Accountable for compliance in relation to grant management and project cycle management processes, as delegated by the Head of Programme;
  • Project Proposals : Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors;
  • Quality Control : Responsible for quality control of donor applications and reports;
  • Lead donor monitoring visits in close coordination with NRC field teams;
  • Partnerships : Identification and development of partnerships incl. capacity building and compliance initiatives;
  • Coordination: Responsible for coordination with the Consortium Management Unit and in development of any consortia applications;
  • Ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism.

Competencies
• Minimum four years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context;
• Experience of working on, coordinating or leading consortia or other forms of partnership implementation;
• Experience in M&E systems and approaches, and accountability mechanisms and frameworks;
• Experience from working in complex and volatile contexts;
• Documented results related to the position’s responsibilities;
• Knowledge about own leadership skills/profile;
• Fluency in English, both written and verbal
• Knowledge of the context in Afghanistan;
• Knowledge of donor landscape, priorities and conditions;
• Experience of working in integrated programmes;
• Experience of steering the development of M&E systems
