Since February 2022, almost 10 million people have crossed from Ukraine into Poland, fleeing the armed conflict in search of safety and international protection. Poland is the second biggest transit and receiving country in the region (after Russia), with close to 1.6 million individuals registered for temporary protection. The Norwegian Refugee Council (NRC) and operational partners estimate upwards of 2 million refugees will remain in Poland for the foreseeable future.

In Poland, 7 out of 10 displaced people struggle to cover their basic needs, despite the enabling legal environment and access to different social assistance mechanisms. Third-country nationals (TCNs) who fled from the conflict in Ukraine are particularly affected. They lived in Ukraine prior to 24 February 2022 but are not eligible for rights and benefits under the EU Temporary Protection Directive. In addition, needs also exist at the Poland-Belarus border, which has seen an increased influx of migrants and asylum seekers into Polish territory since the end of 2021.

what you will do:

  • Line management for Core Competence Programme Development Managers (PDMs)
  • Member of the Country Management Group (CMG)
  • Provide programme input to Country Strategy and Plan of Action
  • Development of Core Competency strategies that are aligned to regional and global priorities and strategies
  • Quality control, M&E and organizational learning
  • Capacity building of all technical staff
  • In-country representation
  • Development of holistic and needs based programmes, including cash-based interventions and market-based programmes
  • Identify funding opportunities, develop funding strategies and forecasts
  • Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  • In conjunction with the Country Director, liaise with donors on new funding and operational areas of programming
  • Accountable for the development of concept notes, project proposals, and budget development
  • Lead the development of NRC partnership approach at country office level leading the development of tools/systems/approach/guidance in coordination with all NRC functions.
  • Ensure the inclusion of cash-based interventions and market-based programmes in country approach, as relevant and appropriate
  • Work in coordination with Advocacy Manager in order to ensure that NRC is able to engage relevant decision makers and influence their decisions to address humanitarian needs
  • Accountable for the implementation of NRC project cycle management

Knowledge and Experience:

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Technical programme expertise
  • Knowledge of cash-based interventions and market-based programmes
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Poland and the wider Ukraine regional response
  • Fluency in Polish is advantageous
  • Experience in developing evidence-based reports and research
  • Experience with start-up, exit or similar
