Since February 2022, almost 10 million people have crossed from Ukraine into Poland, fleeing the armed conflict in search of safety and international protection. Poland is the second biggest transit and receiving country in the region with close to one million individuals currently registered for temporary protection. From the outset, NRC’s operations in Poland adopted a partnership approach which enabled NRC to respond quickly through the rapid deployment of resources to local actors. In parallel, NRC supported partners with technical experience and quality assurance – whether programmatic, support, or advocacy and media.

In Poland, a substantial number of refugees struggle to cover their basic needs, despite the enabling legal environment and access to different social assistance mechanisms. Third-country nationals (TCNs) who fled from the conflict in Ukraine are particularly affected. In addition, needs also exist at the Poland-Belarus border, which has seen an increased influx of migrants and asylum seekers into Polish territory since the end of 2021.

What we are looking for:

NRC is seeking an experienced Head of Programme to develop and ensure high-quality programmes delivered with partners.

What you will do:

The following is a brief description of the role:

Generic responsibilities

  1. Line management for Core Competence Programme Development Managers (PDMs)
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide programme input to Country Strategy and Plan of Action
  5. Development of Core Competency strategies that are aligned to regional and global priorities and strategies

Specific responsibilities

  1. In conjunction with the Country Director, liaise with donors on new funding and operational areas of programming
  2. Accountable for the development of concept notes, project proposals, and budget development
  3. Ensure NRC’s M&E data collection systems are in place and information is properly stored and used to improve program quality and support decision making.
  4. Lead the development of NRC partnership approach at country office level leading the development of tools/systems/approach/guidance in coordination with all NRC functions.
  5. Ensure the inclusion of cash-based interventions and market-based programmes in country approach, as relevant and appropriate

What you will bring:

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Technical programme expertise
  • Knowledge of cash-based interventions and market-based programmes
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

  • Duty station: Warsaw, Poland
  • Contract: International contract, 12 months, extension possible based on funding
  • Salary/benefits: Grade 11 on NRC’s International salary scale, with accompanying terms and conditions.
