Geneva Call

Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and the protection of the medical mission. In Afghanistan, Geneva call runs a program in more than 6 areas of the country aiming at increasing the protection of civilians. Overall, Geneva Call aims to develop humanitarian engagement with armed actors and communities as a means to create space for dialogue on the protection of civilians.

Role

Under the supervision of the Country Director, the Head of Programme ensures effective and quality program development and implementation in Myanmar, including planning, monitoring, budget management, coordination with implementing partners, key stakeholders and management of program team..

Main activities

PROGRAMME MANAGEMENT AND DEVELOPMENT

  • Coordinate, develop and manage Myanmar country programme team to ensure quality implementation of projects and appropriate project cycle management, in accordance with strategies, project plans and Geneva Call procedures.
  • Organise regular meetings with the project teams to strengthen effective coordination and collaboration and promote teambuilding.
  • Ensure effective flow of information and communication with partners and stakeholders and update CD on latest developments.
  • Analyze conflict and humanitarian situation on a regular basis and ensure its integration into project design and implementation.
  • Supports the development of concept notes and proposals for potential donors

GRANTS MANAGEMENT AND REPORTING

  • Ensure timely and quality tracking and reporting of project work plans, logframes and indicators.
  • Ensure that programme expenditures, procurement and logistics are in line with project budgets, country office financial plans and internal and donor regulations.
  • Ensure the development and submission of qualitative donor grant narrative reports and budgets.
  • Support partners as per approved plans and agreements and ensure timely liquidation of project expenditures.
  • Manage the safe keeping of information and data, including filing of programme documents and materials.

COMMUNICATION AND EXTERNAL REPRESENTATION

  • Support implementation of communications strategy including campaigns, events, other initiatives.
  • Ensure material (photos, videos, stories from the field) about project activities are developed to showcase project outcomes and achievements.
  • Ensure proper implementation of donor visibility and communications plan, also taking into account security and perception risks and seeking for derogations/exemptions when required.
  • Represent Geneva Call during in the relevant coordination platforms e.g. Protection Clusters.
  • Ensure smooth coordination with external stakeholders in general to identify synergies with potential partners and avoid possible overlap

SECURITY

  • Assist the CD in conducting regular assessments of the security situation vis-à-vis the programme, partners, beneficiaries and GC, preparing risk assessments and suggesting mitigating measures and following up on incidents as necessary.
  • Ensure that programme staff follow and implement safety policies and procedures

ADDITIONAL DUTIES

  • Acting as the Country Director during his/her absence.
  • Additional tasks when required.

Main qualifications

Education and experience

  • Completed Master Degree in Political Science, Law or any other relevant field.
  • Knowledge of International Humanitarian Law or Human Rights Law would also be an asset.
  • Minimum 6 years relevant work experience in humanitarian/protection organisations working in conflict affected areas, of which a minimum of 2 years in a management role.
  • Previous experience in engagement with armed actors, access negotiations and/or civilian protection highly desirable.
  • Proven experience in managing humanitarian protection projects in conflict affected countries.

Technical skills

  • Programme cycle management skills including programme planning and implementation and reporting.
  • Solid understanding of Monitoring, Evaluation, Accountability and Learning (MEAL) tools and processes.
  • Demonstrable capacity to analyse complex contexts and translate analysis into programme adaptations.
  • In depth knowledge of the conflict context(s) in Myanmar and broader region desirable
  • Report/Policy Paper/Advocacy paper writing skills with highest standards of English

  • Strong logic and organizational skills, flexibility and adaptability to change.
  • Ability to take responsibility, proactive and efficient functioning, strong communication skills.
  • Experience in conducting and drafting needs’ assessment.
  • Experience in engaging with international stakeholders through advocacy or research.
  • Experience working in consortium with other organizations.

Languages

  • Fluency in written and spoken English
