1. Background/Context

The Head of Programme is responsible for the overall programmatic strategy across the operation and to develop high quality integrated programmes in Venezuela by working closely with the field staff and leading a team of technical advisers

2. Role and responsibilities

The following is a brief description of the role:

  1. Line management for Core Competency specialists
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and procedures
  4. Provide programme input to Country Strategy and Plan of Action
  5. Development of Core Competency strategies
  6. Development of holistic and needs based programmes
  7. Identify funding opportunities, develop funding strategies and forecasts
  8. Grants management, BPO allocations and reporting to donors, including compliance with donor standards
  9. Quality control, M&E and organizational learning
  10. Capacity building of all technical staff
  11. In-country representation
  12. Promote the rights of IDPs/returnees in line with the advocacy strategy
  13. Ensure NRC active participation in coordination mechanisms within Venezuela in the relevant thematic areas, especially in the Clusters where NRC works
  14. Responsible to steer fundraising and engagement efforts aiming to widen the donor-base for NRC in Venezuela
  15. Collaborate with the Advocacy Coordinator to ensure holistic approaches and base advocacy on evidence from own programmes
  16. Guide in the in the NRC VE annual strategy review process.
  17. Take a leadership role in ensuring integrated programming and cross – cutting issues are actively considered throughout the programme cycle
  18. Accountable for the Safe and Inclusive Programming (SIP) roll-out, development and including the implementation of the SIP action plan.
  19. Ensure that all projects are implemented in adherence to NRC’s Project Cycle Management (PCM) framework.
  20. Provide technical support and follow up of technical staff in area/field offices.
  21. Collaboration with Area Managers to ensure high quality implementation of projects and to ensure knowledge sharing and coherent communication flow on programmatic issues countrywide.
  22. Coordinate and engage in project proposal development
  23. Facilitate exchanges of information and experiences with other NRC Country Offices in Latin America to build programme synergies
  24. Act as Country Director when appointed

3. What We Are Looking For

  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Experience from working in complex and volatile contexts
  • Experience in development of project proposals and operations strategy
  • Core competency expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in Spanish and English, both written and verbal
  • Valid driver’s license
  • Experience in working on some of the NRC Core Competencies, preferably Livelihoods and Food Security, WASH, Protection, or Education
  • Experience from working in a hyperinflation humanitarian context is an asset
  • Experience in working with cash-modalities is an asset

4. What We Offer

  • Type of contract: 24 months
  • Salary/benefits: According to NRC salary scale, terms and conditions.
  • Duty station: Caracas, Venezuela.
  • Travel: 30% to the field.
