JOB CONTEXT:

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs). Since 2015, HI interventions has been adapted to the current context of conflict in Yemen.

HI is looking for a Head of Program – Yemen for 18 months

YOUR MISSION:

The Head of Programmes, working closely with the Country Director, is responsible for the implementation and delivery of HI’s programmes in Yemen. Line-managing the programmes team of up to eight staff members, the post holder contributes to the quality of HI’s programming as well as the coordination of programmatic activities.

Working across multiple functions, the Head of Programmes is in charge of the mission’s programmatic strategy, through a delegation system with appropriate control mechanisms. This includes coordination of program planning, grant management, target & budget allocations of the projects implemented in the country and optimal quality and impact of the projects implemented in the country. He/she also contributes to external representation and coordination in consortia.

  4. Quality standards and expertise / With the MEAL and technical profiles of the Programme
  5. Ensure external representation and promotion of HI’s expertise in its field.
  6. Emergency preparedness and response responsibilities

YOUR PROFILE:

  • You hold a Master degree in related field
  • You have minimum 5 years working experience as program/business developer, Program Coordinator, Head of Programs, or similar background
  • You have risks management skills
  • You are fluent in English / Arabic speaker is a strong asset
  • You have an experience of working with INGO and experience of working with teams of people with varying experience of program development
  • You have experiences in management and leadership of multi-cultural and multi-sector teams, on-site and remotely
  • Having experiences in conflict zones is a strong asset

CHARACTERISTICS OF THE POSITION:

The position is based in Sana’a – Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah).

  • In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sanaa and Aden. All movements are done by car.
  • HI has set-up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
  • The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period.

  • 18 months International contract starting ASAP

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
    • Pension scheme : Mandatory for all
    • For French or Belgian citizens, you benefit from the public system. HI will contribute for you to the CFE and APICIL/AGIRA (French) or to OSSOM (Belgium)
    • For other nationalities: HI will opened for you a private personal pension scheme with AXA. HI will pay into this account employee and employer contributions of 7.95% of your gross salary.
  • Salary from 2869 € gross/month upon experience

  • Perdiem: 547,90 € net/month – paid in the field

  • Hardship: 500 € net/month paid with your salary

  • Paid leaves: 25 days per year;

  • R&R: according to the level of the mission Level 3: 7 days every 8 weeks

  • Unaccompanied

  • Payment for travel costs (air ticket & visa) and transport of your personal effects

  • Housing: Collective taken in charge by HI
