Geneva Call

Mission

The position is located in the Department of Operations under the supervision of the Director of Operations. The Department of Operations amongst other responsibilities, is responsible for the overall development of programmes of Geneva Call (GC) worldwide focusing on changing the behaviour of Armed non State Actors (ANSAs) towards a better respect of civilians, security of staff and development of policy and legal expertise in the area of protection with a currently approved annual budget of approximately CHF 9.4 million.

Role

Based in Geneva and under the guidance of the Director of Operations, the position holder will be responsible for the following duties:

  • Strengthening Geneva Call’s Operational capacity: Capacity building, Programme Cycle Management (PCM).
  • Develop global MEAL capacity for the organization (with a focus on Impact monitoring).
  • Strengthening Policy and Research with close link to field based activities.
  • The person in this role will cover the full breadth of our programming, both on ANSA engagement and protection of civilians.
  • S/he will support regional desks and field structures for the whole program and project cycle; designing and evaluating program frameworks, supporting projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact.
  • The person will focus on ensuring that our programs and projects address efficiently the IHL violations of ANSAs and that civilians are better protected.
  • The position will work closely with the regional desks, field-based Heads of Programmes.

Core responsibilities

Meal and Capacity building

  • Develop the Monitoring and Evaluation system/framework, oversee its implementation and analyse the metrics for Geneva Call programmes to assess the impact and quality in support of project design, implementation and reporting
  • Oversee the implementation of accountability and feedback systems in addition to developing required tools for use in specific projects based on established M&E framework. The person will oversee data collection and analysis for baseline, end line and routine/post-distribution monitoring activities and facilitate timely and quality reporting to internal and external stakeholders. A close link with the Budget management officer will be needed to ensure analysis of GC’s value for money.
  • Develop the capacities of GC operational staff in managing projects and programmes as per GC engagement guidelines. Organising internal capacity building trainings. This training and capacity building will be an integral part of the revision of existing materials for ANSA engagement for all thematic areas, prioritising the themes where the needs are the greatest.

Programme development and Innovation

  • Developing GC programmatic capacities. The role will lead and manage the development of a user-friendly modular training toolbox for the different thematic issues that can be adapted to the different local contexts and different methodologies and aims of training (awareness-raising, training, and training of trainers).
  • Propose innovative ways of engaging ANSAs and communities as per GC mission and mandate. Developing GC capacities to explore new thematic that are becoming priority ones in conflict zones (i.e. climate change, cyber warfare, etc).
  • Developing digital and AI related innovations tools to enhance GC programmatic capacities and design innovative tools to engage further ANSAs, communities and relevant stakeholders on IHL and protection of civilians.

Policy and Research

  • Supervise the development of field based research and policy papers on GC themes including humanitarian access and armed actors perspectives.
  • Participation, leading on thematic advocacy events related to the work of GC.

Transversal responsibilities

Coordination

  • Assist Managers in day-to-day coordination and management of business activities.
  • Monitor, control and manage business to meet customer expectations and foundations goals.

Management

  • Supervision of Thematic Coordinator, Policy and Research Coordinator, MEAL/Data analyst officer.
  • Support to Regional desks and Heads of Programmes in the field.
  • Report and support any issues in term of people management.

Project Management

  • Provide direction and guidance to internal teams to achieve performance targets.
  • Responsible for planning, implementation & delivery of activities.
  • Maintains close and coordinated work relationships with the Budget Management officer and Head of Finance.

Representing

  • Participation to external events representing Geneva Call.

Main qualifications

Education and experience

  • Master’s degree in Social Science, International Development or Humanitarian Studies;
  • At least 7 years of experience in strategic and operational planning, program design and development, and monitoring and evaluation;
  • Experience in humanitarian innovation hubs or any similar relevant experience;
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in protection of civilian programs using both quantitative and qualitative methods;
  • Strong gender and conflict analysis skills, with the ability to articulate and design programs using a rights’ based approach;
  • Demonstrated experience in program assessments, problem analysis and, program desig.

Technical skills

  • Commitment to, thorough understanding of, and able to train staff in MEAL (with focus on impact) and programme cycle management;
  • Demonstrated ability to contributing to setting up monitoring & evaluation systems in large complex programmes;
  • Demonstrated ability to set up learning and development processes for diverse teams at field and HQ;
  • Capacity to lead innovative tracks to strengthen GC programming capacities on ANSA and community engagement;
  • Ability to write clear and well-argued assessment and project reports;
  • Proven ability to influence change at an operational and strategic level.

Languages

  • English and French are the working languages of the Organization;
  • Fluency in written and oral English is essential;
  • Knowledge of French, Russian, Arabic and Spanish are advantageous.

Personal skills

  • Proven ability of mentoring and coaching;
  • Excellent communication skills;
  • Politically and culturally sensitive with qualities of tolerance, respect of diversity, patience, tact and diplomacy;
  • Experience of senior level representation.
