Job Description

The incumbent is responsible to overlook the procurement and supply chain activities of all healthcare facilities underneath AFH under the supervision of the Chief Financial Officer. The role is responsible for negotiating pricing agreements and service contracts related to all clinical and non-clinical OPEX as well as CAPEX and work together with Group Procurement as per Group Procurement Policy. The role is responsible of effective inventory management including but not limited to master data management of inventory, min- max planning, timely purchases as per procurement policies, invoice and GRN booking and inventory count and accurate consumption, and preparation and execution of SoPs required for overall function to manage the internal controls and governance.

  • Direct responsibility of ensuring related regulations are followed and executed accurately and timely.
  • Governance- 3 quotes and objective and documented tendering process.
  • Manage and guide the procurement activities in a timely & cost-efficient manner.

  • Optimize inventory levels
  • Ensure accuracy of inventory and consumption.
  • Negotiating pricing agreements and service contracts for all OPEX and CAPEX for AFH
  • Timely and accurate execution and follow-up of purchasing transactions
  • Ensuring timely and accurate invoice & PO processing
  • Month end open PO follow up and backlog clearance
  • Adhere to policies and procedures are established related to purchasing transactions
  • Identifying clinical and non-clinical purchase requirements
  • Identifying procurement sources for clinical and non-clinical goods and services
  • Managing the item returns process
  • Focusing on customer service and employee engagement
  • Ensure effective communication with suppliers and ensure market know-how and network is maintained updated at all times.
  • Define a procurement strategy for each category
  • Ensure strict compliance to target Zero expiry drive and control over slow moving inventory
  • Data analysis for the optimum stock facility using different methods including ABC analysis.
  • Established system to track and monitor the training and development of the team.
  • Direct responsibility of ensuring related regulations are followed and executed accurately and timely as: MOH, DHA and HAAD
  • Manage and guide the procurement activities in a timely & cost-efficient manner.
  • Enable procurement savings and an efficiency strategy
  • Manage all contracts with best T&C possible for AFH to ensure no liabilities or commitment is given and all T&C are approved in line with DoA.
  • Ensure all internal audit findings are actioned timely basis.
  • Prepare all SoPs requested for Procurement and SCM
  • Ensure quarterly inventory count is done across locations.
  • Provide training to all respective departments for increasing awareness on inventory and consumption.
  • Perform supplier evaluation annually.
  • Provide monthly reports to senior management for performance of the department.
  • Lead any IT project related to the functionality of the department.
  • Optimize inventory levels with min-max planning.
  • Ensure accuracy of inventory and consumption is maintained in financial statements with collaboration of finance team.

Minimum Qualifications And Knowledge

Bachelor degree in Business Management or equivalent.

Minimum Experience

Minimum 5 year’s procurement and supply chain experience in the Healthcare industry in UAE.
