Head of Operations – HR Information Systems

The People and Culture Information Systems (PAC IS) Unit is responsible for providing, managing and efficiently maintaining the ICRC’s human resources software, enabling all staff to carry out HR activities and processes. The PAC IS Unit brings human resources and information technology together.

The PAC IS Head of Operations supervises overall operation for the L1s & L2s teams based in Manila. S/he is accountable in ensuring the effective and efficient delivery of services to customers based on the set standard level agreement. S/he takes decision on and in-charge of activities to be transitioned from “Project” to “Run”.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

Accountabilities and Responsibilities:

A. MANAGEMENT OF PAC IS OPERATION TEAM (L1 & L2)

  • Oversees the overall service delivery of the team
  • Maintains the Operations-related processes, review and assess the need to update them
  • Identifies key performance metrics and publises metric reports for the Management
  • Works with Head of Functional Applications and HR Shared Services team on ensuring processes are clarified

B. PEOPLE MANAGEMENT

  • Directly supervises BPS (Business Proximity Support) Team Coordinator and L2 Team Coordinator
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under his/her supervision
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members
  • Organizes regular meetings within the team to ensure optimal coordination of the work and proper flow of information
  • Involves in the administrative tasks of the unit which include, but not limited to, recruitment, performance management

C. PROJECT TRANSITION TO RUN

  • Contributes in discussion, provide input and discuss with Head of Unit items for decision-making relating to the deployment of new applications
  • Coordinates transition and deployment activities with the Project team, ensure communication is cascades to BPS and L2
  • Ensures that handover trainings are planned and handover requirements are fulfilled by the Project team

D. DATA QUALITY & PROCESS IMPROVEMENT

  • Spearhead quality-related improvements in L2, discusses them with Head of Operations
  • Suggest process improvements within Functional Support or all HRIS levels
  • Collaborate with BPS Team Coordinator on discussions related to process clarification and process links across PAC IS unit and/or PAC Shared Services teams

E. BUSINESS RELATIONSHIP

  • Foster professional relationship with HR services providers and ICRC employees
  • Create channel of communication and discussion to customers in using different HR applications/systems
  • Maintain close coordination with HRIS members for effective and efficient working environment

Selection Requirements:

  • Advanced University degree or equivalent in Information Management, Finance, and Accounting.
  • Excellent command of English (spoken and written).
  • ITIL Foundation is a requirement.
  • Knowledge of French is an asset.
  • Excellent computer skills and proficient in MS Office suites.
  • Six Sigma or Process Improvement certification is an advantage.
  • 6-9 years of experience in business management, customer service, and data analytics.
  • Experience in people management.
  • Exposure in Enterprise Resource Planning (ERP).
