In Somalia and Somaliland FCA has been working under a right to peace thematic areas since 2008 including governance and reconciliation projects and later has expanded in quality education (R2QE) thematic area.

Primary purpose of the position:

To lead operations and administration of FCA’s country programme in Somalia and Somaliland, ensure FCA country programme development and implementation of internal and external policies related to HR, Administration and Procurements.

Main tasks:

  • Support the CD to lead the development of office and programmes and give inputs for strategic vision of the Country Office.
  • Ensure that overall controls, including necessary policies and processes are in place.
  • Lead, mentor and supervise HR and Admin department and ensure that FCA fulfils its obligations legally.
  • Lead the country programme HR resource allocations, maintain good leadership in the organization, manage recruitments and ensure that FCA fulfils its obligations towards regulatory bodies, state actors and donors. Lead the process of ensuring visas, work permits, office registration and other needed documentation.
  • Ensuring that internal HR reporting is done timely as per FCA internal and contractual obligations.
  • Oversee in close collaboration with Finance Manager FCA’s financial resources, resource allocation and reporting.
  • Ensure quality administrative procedures.
  • Supervise managers and teams.

Experience:

  • University master’s degree in business management, Administration or similar fields
  • Minimum 5 years field working experience in similar positions in the international setting
  • HR and Operations experience is a requirement
  • Previous experience working in emergency or post-conflict contexts
  • Problem solving skills with persistent attention to detail
  • Fluency in English
  • Ability to travel out of duty station
  • Ability to work under pressure and stressful environment
  • Cultural sensitivity and inter-cultural communication skills

The position will be filled as soon as possible and it is a fixed-term employment until 31st September 2023, with six-month probation period. The compensation is based on FCA salary scale and the candidate’s level of experience.
