People in Need (PIN) Slovakia is a Slovak non-profit organization, providing direct support to those who suffer the consequences of war, to victims of natural disasters, or those living in poverty on the margins of society. PIN SK was founded 1999 by a group of journalists moved by their experience of the devastating consequences of the conflict in Kosovo on civilians and has since then been providing humanitarian and development assistance worldwide. Currently, PIN Slovakia is one of the major humanitarian actors in Slovakia responding the Ukraine crisis both in Slovakia and across border in Ukraine.

Purpose of the position
The Head of Monitoring, Evaluation, Accountability and Learning is responsible for designing, developing and robust an appropriate and viable monitoring, evaluation, accountability and learning systems that are in line global MEAL standards and procedures. The Head of MEAL, through developed policies and systems is responsible for tracking the progress, measure impact, and promote continuous improvement within the PIN SK’s programmes: primarily relief and development programmes abroad and gradually Social Inclusion and Global Education programmes in Slovakia. The Head’s of MEAL expertise in data management, evaluation methodologies, and learning frameworks will be essential in ensuring the programmes’ success.
General information:
Duty Station: Bratislava, Slovakia or distance work, with possible travels within Slovakia and to Ukraine, Lebanon, Moldova, Kenya and possibly other countries
Job terms: full-time contract (40 hours/week)
Contract duration: 12 months with 3 months of probation period, possibility of extension after 12 months upon available funding
Starting date: ASAP
Gross salary: Since the amount of 2000 EUR depending on the professional seniority

Supervision of: independent position with technical supervision of MEAL staff/teams
Key Duties and Responsibilities:
Design and implement MEAL systems:
- Developing and operationalizing, logical frameworks, M&E/MEAL plans, data collection tools, processes for data management, feedback approaches, quality checks, audits, and data visualization;
- Collaborate with programme stakeholders to ensure MEAL systems align with program objectives, outputs, and outcomes;
- Establish clear processes and protocols for data collection, analysis, and reporting, ensuring accuracy, reliability, and timeliness;
- Promote the use of innovative approaches and technologies for data collection, analysis, and visualization.
Coordination of MEAL activities
- Develop and regularly update the MEAL strategy and support development of MEAL country strategies;
- Develop and regularly update the MEAL work plan that includes all ongoing projects and planned MEAL activities;
- Develop and oversee the implementation of appropriate data collection and analysis tools, methodologies (survey questionnaires, focus groups, key informant interviews, etc.) and data/information dissemination/use plans;
Development and Management of the MEAL department and teams
- Support the recruitment of key MEAL staff, lead on their induction and gradually build the department upon available funding and resources needed;
- Ensure that the department staff understands and is able to carry out its role and responsibilities;
- Ensure a positive work environment and good team dynamics;
- Implement regular staff evaluations and monitor career development.
Capacity Building and Training
- Identify training needs for the MEAL team, discuss plans with coordination and HR for internal and external training, and implement in accordance with MEAL strategy and operational priorities;
- Coach, train, and mentor MEALs with the goal of building technical capacity, sharing knowledge within the MEAL team, and providing career development guidance.
Capitalization
- Contribute to the proactive dissemination and use of knowledge gained through MEAL activities among Project Managers, Technical Coordinators and Heads of Programmatic departments;
- Organize and facilitate training sessions to capture best practices and lessons learned at project close-out or as needed;
- Document and share lessons learned and best practices and ensure that the knowledge gained contributes to project improvement and influences the strategic development of future projects and activities.
Develop and implement the beneficiary Complaint, Feedback and Response Mechanism
- Establish, evaluate and monitor the functioning of the beneficiary Complaint, Feedback and Response Mechanism (CFRM) in line with global standard CFRM procedures;
- Ensure that beneficiary complaints/returns are properly captured, analyzed, addressed and processed in a timely manner and used by the Program and Coordination teams;
- Oversee proper management of the CFRM central database;
- Work to ensure that PIN SK staff, partners and contractors understand and are skilled in the procedures of the CFRM.
Performs any other tasks as required.
The successful candidate:
- Has a higher education (master) suitable for the position that embraces research and analysis;
- Has at least 3 years of experience in humanitarian sector;
- Has at least 3 years of experience in leading MEAL with experience in programmes or projects, preferably in international development and humanitarian contexts;
- Has experience designing and delivering MEAL systems;
- Has strong understanding of MEAL principles, tools, and methodologies including experience with quantitative and qualitative data collection and analysis;
- Is familiar with programme monitoring and evaluation frameworks, such as Logical Framework Analysis, Theory of Change, and Results Framework;
- Has proven analytical, problem-solving, and report writing skills;
- Has proficiency in using statistical software and data visualization tools such as Kobo, as well as proficiency with Microsoft Excel, Power-BI or other similar software;
- Has demonstrated ability to lead and build capacity within a team;
- Has strong understanding of accountability and proven ability to build Feedback Systems;
- Has experience working with government agencies, donors, and other stakeholders in the humanitarian and development sectors;
- Has ability to work under pressure;
- Is fluent in written and spoken English (C1) knowledge of other languages is an asset;
- Has strong organizational and coordination skills;
- Has interpersonal and good communication skills;
- Is available for short travels.
