DESCRIPTION OF THE ASSOCIATION

La Chaîne de l’Espoir is an international Non-Governmental Organization (NGO) founded in 1994. Its mission is to strengthen health systems to give everyone, especially children, the same chances of survival and development.

We work in 28 countries with a comprehensive approach, focusing on children, mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly through school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Strengthening the medical and surgical workforce thanks to our international network of experts.
  • Construction and equipment of hospital structures adapted to local needs.

CONTEXTE

La Chaîne de l’Espoir has been working in Ukraine since march 2022. The goal of La Chaîne de l’Espoir is to increase access to quality, medical and surgical care for Ukrainian population and wounded people. To date, La Chaîne de l’Espoir has supported 12 hospitals in the most affected oblasts (Mykolaiv, Kharkiv, Dnipro, Cherkasy, Lviv, Kyiv), providing 28 tons of traumatology kits, oral and injectable medications, operating room material and biomedical equipment. With its partner Mehad (ex UOSSM-Fr), La Chaîne de l’Espoir has provided training of health providers from all over the country in war medicine techniques (emergency ultrasound, surgery, psycho-trauma).

Given the evolution of the situation in the country La Chaîne de l’Espoir plans to continue its support to the hospital health system, especially to ensure better access to trauma and surgical care in the most affected oblast and newly accessible areas. La Chaîne de l’Espoir plans to assess the infrastructure needs (reconstruction/rehabilitation) of health facilities and provide technical feasibility study of structures if needed. La Chaîne de l’Espoir will also consider needs on paediatric emergencies during its intervention.

POSITION AND MISSION

As Head of Mission, you oversee the implementation of La Chaîne de l’Espoir strategy on the field and you are responsible of the quality of the overall programming. You manage the team (3 staffs, including 1 expatriate) and the work with partners, in close collaboration with La Chaîne de l’Espoir’s headquarters based in Paris. You are responsible for the security of La Chaîne de l’Espoir staff and volunteers, and ensure comprehensive analysis of the surrounding context. You will also be in charge to develop and maintain La Chaîne de l’Espoir network with other health and humanitarian actors, partners, and donors. You will be expected to lead the team and be inspiration for skills development.

MAIN ACTIVITIES

  1. Representation and external relations
  • Ensure La Chaîne de l’Espoir ‘s external representation with the Health authorities, NGOs and donors present in Ukraine, humanitarian forums and other relevant actors;
  • Guarantee the visibility of La Chaîne de l’Espoir and its programmes in Ukraine.

2- Strategy and planning

  • Monitor the humanitarian context and needs evolution;
  • Propose new assessments and interventions axis according to the needs and in line with La Chaîne de l’Espoir’s mandate;
  • Actively participate in fundraising;
  • Ensure programs are designed, implemented, monitored and evaluated;
  • Participate in the development of the monitoring system, supervise and ensure the quality of programmes implementation;

3- Finance and Logistics

  • Participate in the design and approval of new budget proposals for donors;
  • Prepare annual budgets and monthly budget follow-up analysis;
  • Guarantee the quality of budgetary management and financial information reported to headquarter.
  • Support administrative/logistics team in verifying the compliance of budget allocations, supporting documents and compliance with the procedures (La Chaîne de l’Espoir, donors)

5- Human Ressources

  • Lead, coach and guide the expatriate and national team;
  • Conduct regular meetings with La Chaîne de l’Espoir management team at HQ level;
  • Establish a good worklife balance and support the team (listen, motivate, empower, supervise the people under its responsibility);
  • Ensure that La Chaîne de l’Espoir’s HR management and policies are complying with legal requirements;
  • Performance appraisals and objectives setting in line with program requirements.

6- Reporting

  • Regular reporting to the Programs Coordinator, including monthly sitrep;
  • Ensure monthly reporting to Health Cluster via Activity Info in coordination with the medical referent;
  • Prepare reports for donors and foundations that finance the project, ensure that schedules and formats are respected;
  • Ensure the narrative and financial reporting to donors (private and institutional donors).
  • Participate to Monthly Desk Meeting with HQ team

7- Security

  • Ensure the safety and security of La Chaîne de l’Espoir employees and volunteers: update Mission Security Plan and implement/adapt Standard Operating Procedures (SOPs) based on situation evolution and area of intervention;
  • Supervise the security situation and takes the necessary decisions in crisis situations in coordination with the HQ (Programs Coordinator, Desk Manager, Security Referent);
  • Ensure the compliance to security regulations of all La Chaîne de l’Espoir’s collaborators in Ukraine.

TRAINING AND EXPERIENCE

  • Master degree in Political Science, International Relations, Administration and Finance or any relevant field
  • At least 5 years working experience in the humanitarian sector in managerial position
  • Solid security management experience in a medium/high security environment is expected
  • Experience in Ukraine is an asset

  • Problem solving and negotiations skills
  • Excellent interpersonal and negotiation skills
  • French and English required, Ukrainian is an asset
  • Adherence to the humanitarian principles and the code of ethics of La Chaîne de l’Espoir

CONDITION

  • Expatriate position, 12 months contract, renewable.
  • Full time position, based in Ukraine (Kyiv)
  • Salary: according to profile and experience + expatriate allowance
  • Health insurance 50% covered by La Chaîne de l’Espoir
  • Housing 100% covered by La Chaîne de l’Espoir
  • Break/R&R policy: every 3 months
