Supervision of: 1 Protection Coordinator, 1 Country Finance Coordinator, 1 Liaison Officer

Dependents: Family duty station

General context of the project

INTERSOS Mission in Jordan has responded to the consequences of the Syrian crisis since 2012. With a coordination office in Amman, and three (3) field offices in Irbid (North), Amman East, and Karak (South) the mission implements a program that focuses on general protection (with specific emphasis on GBV), cash based intervention (CBIs) and basic needs.​

General purpose of the position

The Head of Mission represents the Organization in the country of assignment and is responsible for the planning, management and implementation of the country program on the basis of the global and regional strategies and indications. In 2022 and 2023, the Head of Mission Jordan will have to focus on a major evolution of INTERSOS in the country, while managing with autonomy one or two projects.​

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible for:

Communication and representation:

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • Monitor donors’ priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation:

  • Define country priorities based on context and needs analyses
  • Design, promote and elaborate new interventions building on the Organisation’s strengths and external opportunities, adapting activity to build durable solutions for the most vulnerable crisis-affected persons in Jordan
  • Determine as accurately as possible INTERSOS role in localisation of aid and development in Jordan
  • Monitor donors’ intervention strategies in the country and strongly engage these actors to raise the appropriate level of funds
  • Assess, promote and submit new projects, following the organizational procedures and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
  • Supervise, monitor and evaluate the implementation of the country operations – and all related administrative, financial, human resources, logistics and security aspects – ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures
  • Supervise directly project implementation when required

Information and Reporting:

  • Continuously assess, analyse and evaluate the impact of the country operations, also through periodic visits to the areas of intervention
  • Review and when needed write external and internal reports, timely and with quality

Finance:

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources:

  • Coordinate, guide and supervise the mission staff, and evaluate the performance of direct reports
  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission
  • Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model
  • Proactively participate in relevant coordination meetings

Security

  • Validation of all the mission security plans
  • Interaction on the Country security issues with HQ (Security Referent) and relevant actors
  • To hold final responsibility for any decision concerning security

Required profile and experience

Education

Advanced studies in International Relations, Law, Economics or similar subjects​

Professional Experience

5 years at coordinator level in humanitarian/development contexts and with at least one experience as Head of Mission/Country Director​

Professional Requirements

  • Solid knowledge of program management and budget proposals
  • Experience in protection-oriented humanitarian response
  • Very advanced and proven strategic vision
  • Representation skills
  • Very strong fundraising skills, especially vis-à-vis donors
  • Financial Management

Languages

Fluent English. Knowledge of Arabic is an asset​

  • European Driving license B desirable
