The Head of Monitoring, Evaluation, Accountability and Learning (HoM)is a senior member of Save the Children Uganda’s Country Office technical and strategic team and a member of Country Office’s Extended Senior Leadership Team. The HoM leads and drives MEAL activities from conceptualization to implementation. The HoM ensures a robust, innovative and high-quality MEAL system in order to ensure consistent and quality project and program monitoring, accessible and closed-loop accountability mechanisms and activities, and deliberate and relevant learning activities all aimed at identifying challenges early on, documenting impact and lessons learned, and ensuring quality donor and internal reporting. The person will lead a team of 35 MEAL staff, officers, coordinators, managers and other data and learning staff and works hand-in-hand with the Country Office’s thematic leaders and technical specialists to ensure high-quality evaluations, research, analyses, monitoring and learning. Along with the development and maintenance of a thorough MEAL system, tools and activities the HoM will ensure the capacity building and growth of the MEAL team members. The role also leads country annual reporting on accomplishments toward implementing a three-year country strategic plan (CSP).

For this position, Save the Children Uganda is looking for a creative, innovative and dynamic MEAL expert and leader and a committed employee who will have the opportunity to contribute to, learn and grow in the world’s largest independent child rights organization.

ESSENTIAL EXPERIENCE AND SKILLS

  • Post-graduate degree in an area of social development or equivalent experience.
  • Recommended a minimum of ten (10) years of experience working in senior MEAL management roles in both emergency and development contexts; the candidate will preferably have experience in more than one of the Save the Children International’s priority sectors: education, protection, child rights governance, health and nutrition, or food security and livelihoods.
  • Experience in conceptualizing the design and budgeting of project MEAL plans and activities
  • Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies
  • Sound knowledge and experience in Accountability approaches and activities, including ensuring closed feedback loops
  • Familiarity with knowledge management systems and approaches that foster regular learning approaches and a culture of learning in an organizatio.
  • Significant experience in leading a team and building MEAL team capacity (developing training tools, training, coaching and mentoring)
  • Experience of working on all elements of MEAL including designing, rolling out and managing systems
  • Demonstrated strong interpersonal and leadership skills
  • Experience of solving complex issues through the use of data, evidence and analysis
  • Strong results orientation, with the ability to challenge existing mindsets
  • Ability to present complex information in a succinct and compelling manner
  • Fluency in English, both verbal and written
  • Commitment to and understanding of Save the Children International’s aims, values and principles
  • Strong Information Technology skills, particularly EXCEL and other online data management platforms
  • Understanding of development of MIS and data and information management
