Save the Children International has an exciting opportunity for you to join our team as the Head of MEAL (Monitoring Evaluation Accountability and Learning) in Kampala, Uganda.

Role Purpose:

The Head of MEAL (HoM) holds a senior position on the PDQ team and leads the Country Office’s work monitoring, evaluation, accountability and learning and in general ensures that a robust MEAL system and its tools contribute to ensuring consistent quality monitoring and uplift, regular assessment, and strong accountability, learning and feedback loops. The person will lead in supporting technical advisors, MEAL and project and programme staff to regularly monitor and strengthen program quality, learning and use of knowledge and data.

This will be done through the development, updating and implementation of a national Monitoring, Evaluation, Accountability and Learning strategy and plan a knowledge and learning strategy and plan. The role leads a central and decentralized team and provides internal and external support and capacity building across the country program and with partners to roll out and integrate MEAL tools and activities that contribute to sound and regular monitoring, evaluation and reporting as well as program quality uplift.

The role also leads country annual reporting on accomplishments toward implementing a three-year country strategic plan (CSP).

EXPERIENCE AND SKILLS

Essential

  • Post-graduate degree in an area of social development or equivalent experience.
  • Recommended a minimum of eight (8) years of experience working in MEAL roles including in a senior management position in a both emergency and development contexts, preferably with solid experience in more than one of the Save the Children International’s priority sectors: education, protection, rights governance, HIV/AIDs, health and nutrition, child poverty and emergencies.
  • Experience of securing resources from donors for MEAL activities/staffing and budget management
  • Sound knowledge of international quality standards (Red Cross Code of Conduct, Sphere Standard, HAP Standard) and proven experience of using these standards in practical ways to promote quality and accountable programming.
  • Direct experience of working with communities in participatory activities, including confidence in working with children and an understanding of child-friendly participatory methodologies.

Desirable

  • Sound understanding of development of MIS and data and information management
  • Sound knowledge of Accountability approaches
  • Familiarity with knowledge management systems and approaches that foster a learning culture.
  • Experience of working on all elements of MEAL including designing, rolling out and managing systems
  • Significant experience in leading a team and building MEAL team capacity (developing training tools, training, coaching and mentoring)
  • Demonstrated strong interpersonal and leadership skills
  • Strong results orientation, with the ability to challenge existing mindsets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in from staff members and departments.
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
  • Fluency in English, both verbal and written.
  • Commitment to and understanding of Save the Children International’s aims, values and principles Information Communication Technology literate.
