Job Purpose

The Head of Logistics and Procurement (HLP) is responsible for ensuring the effective and efficient delivery of Procurement and Logistics services across GOAL. This position reports to the Director of Corporate Services and Technology. The key purpose of this role is to ensure:

  • GOAL’S logistics functions serve the needs of GOAL’s programmes and support the achievement of key organisational agendas as efficiently and effectively as possible.
  • Compliance with procurement and logistics procedures, and develop an organisational culture which demonstrates absolutely zero tolerance for any possible wrongdoing.
  • Through tools, training and monitoring, develop practices and behaviours that ensures GOAL and donor guidelines and regulations are adhered to.
  • In conjunction with Operations and Finance teams, provide assurance to GOALs. management that GOAL’S procurement practices provide the highest value for money, through leading assurance and control framework.
  • Logistics & procurement staff are effectively managed and are motivated to perform to the highest standards as demanded by GOAL.

Duties and responsibilities

Key Responsibilities

The HLP will have overall responsibility for the performance of the logistics and procurement department, and the development and implementation of logistics manual and procedures. This role will provide oversight of the global function and will coordinate the operations of the Dublin logistics department between head office and the field.

  • Oversee and monitor the performance of the Dublin logistics & procurement department to ensure continuous innovation and the highest standard in service delivery to GOAL’S programmes
  • Where required provide direct support to field programmes, including but not limited to technical support visits, gap filling, emergency responses
  • Ensure that appropriate manuals & procedures are regularly updated and provide an innovative manual framework that remains consistently relevant to the ever-changing environments in which GOAL works.
  • Ensure these manuals are deeply embedded in the actions of all GOAL Logistics and procurement staff across GOAL.
  • Ensure that asset management is in place in all field sites and Dublin and reviewed regularly for value and liability
  • Coordinate with other departments at a management level to ensure that the logs department is represented in wider discussions and is serving the needs of the organization at operational and strategic level
  • Develop Quarterly and Annual Business plan with Head of Group Services and coordinate implementation of activities
  • Liaise with Internal Audit and Compliance to provide Donors and Board assurance reporting as required.
  • Liaise with the humanitarian department to ensure that emergency preparedness procedures and supplies are in place to ensure GOAL is always ready to provide an immediate and comprehensive response to any global emergency.
  • Managing Global Logistics Advisors to ensure the highest standards in technical support, strategic direction, mentoring and capacity building id provided to the relevant staff at field level and in HQ.
  • Continually improve and evolve GOAL’S logistics and procurement information and training systems. Ensuring GOAL provides industry leading information capture, tracking, recording and reporting whist ensuring fit for purpose for all GOAL stakeholders including country programmes, humanitarian response, donors, management and Board.

Procurement Function Specific Responsibilities

The HLP is accountable to GOALs beneficiaries, management, Board and donors for ensuring that GOAL’S procurement provide the highest value for money through the fairest and most transparent practices possible. The HLP will achieve this through:

  • Regularly reviewing and updating GOALs approach to procurement, ensuring constant innovation whilst remaining appropriate to the ever-changing environments in which GOAL works.
  • In coordination with other agencies, establishing an industry leading procurement assurance and control framework.

Representation

  • Represent GOAL at National and International forums, ensuring GOAL stays ahead of relevant sector trends
  • Seek out new business opportunities that further the strategic objectives of GOALs Logistics and procurement function and ensure that GOAL is seen as an industry leader in the humanitarian logistics field.

Requirements (Person Specification)

Essential

  • At least 5 years INGO experience in Logistics and Procurement management roles, including Country deployments.
  • CIPS, CILT or equivalent and/or degree or masters in relevant subjects.
  • Excellent problem-solving capacity, with demonstrated ability for considerable analysis and sound judgment to find solutions in a complex environment with shifting and competing priorities.
  • Strong leadership, analytical and organizational skills; demonstrated ability to work both independently and within a team, assess priorities, and manage multiple activities with attention to detail, meeting tight deadlines under pressure.
  • Demonstrable experience on achieving results in projects and activities involving multiple stakeholders.

Desirable

  • Experience of active engagement with INGO and Private sector Networks.
  • Excellent cross-cultural communication (both oral and written) and interpersonal skills demonstrated by ability to interact professionally with culturally and linguistically diverse staff, stakeholders and consultants.
  • Advanced Computer skills including proficiency in Microsoft O365 application suite.
  • Languages (Arabic, French and Spanish) highly desirable.
  • Willingness to travel to programme sites and emergency response deployment if required.
