CARE Canada is looking for a Head of Programs on a permanent contract to lead our Humanitarian and Resilience Team!

ABOUT THE ROLE / WHAT THE ROLE OFFERS

Under the leadership of the Director of Global Programs, the Head of Humanitarian & Resilience Programs is responsible for providing leadership, vision, and strategic direction to their portfolio. This senior leadership role oversees a large team of up to 15 program, technical and financial specialists, with a portfolio of around 20-25 million annually, to support CARE country teams & partner organisations to effectively implement high quality programs. Grounded in a feminist transformative approach, the Head of Program understands the need to evolve the work of their team towards decolonisation principles and localisation-based approaches.

The Head of Program will be accountable for the implementation of CARE Canada humanitarian and resilience programs, ensuring the team meet high quality standards, applying best practices in project cycle and financial management, effectively liaising with key donors, and adhering to donor compliance and CARE policies. They will be the main technical lead for Humanitarian Assistance within the organization and are responsible for setting and implementing CARE Canada’s strategic direction in their area of programming. A critical part of this will involve resource mobilization and new business development. They will be responsible for building and maintaining strategic partnerships, including government relations, and setting advocacy/policy positions.

  3. Technical leadership to guide CARE Canada’s thought leadership, visibility, and influence in the Humanitarian Assistance & Resilience sectors

  5. Emergency Preparedness & Response

  6. Drive improvements in organizational effectiveness

WHAT YOU OFFER / ABOUT YOU

We are looking for a dynamic people-leader with senior management experience in designing and implementing Humanitarian Assistance and Resilience programs, including a significant portion of this experience gained in the Global South. Some of the other skills & experience we are looking for include:

Proven strategic thinker and people leader at a senior level, and who is comfortable managing a team of diverse individuals in a matrixed management environment.

Skilled at representation and advocacy, they must have a keen ability to build networks with external and internal stakeholders.

Experience and commitment to promoting gender equality and designing gender transformative programs.

Experience and willingness to travel to and work in insecure environments

Promote and maintain an organizational culture that advances gender equality, reduces power abuse and inequalities, and fosters trust and safety.

Create an environment within CARE’s workplaces, programming, and communities where CARE works that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).

Ensure high standards of prevention and response measures for SHEA-CA are in place consistent with the CARE International (CI) Safeguarding Policy and Safeguarding Code of Conduct.

WHAT WOULD MAKE YOU EXTRAORDINARY

Ideally, the Head of Programs has a thorough understanding of Government of Canada funding mechanisms (grants and contributions), having

A second key language (French, Spanish or Arabic) is highly desirable

A technical specialisation aligned with CARE’s work

Starting Salary Range between $87,000 – $97,000 CAD, depending on skills and experience
