Under the direct supervision of the Deputy Country Director of Support, the main responsibilities of the Head of HR are to support the development of the mission and put in place the needed tools, procedures in the context of the growth in the HR national staff. The head of HR will be responsible for developing the human resources strategy and its development axes so that the HR department contributes significantly to the achievement of TGH’ objectives.

Detailed content of the mission:

Policies, Strategies & Leadership:

  • Develop the HR strategies for TGH Ukraine mission
  • Leading HR teams and provide an environment of motivation and team building to improve teamwork and spirit, in addition to providing guidance and orientation for HR teams of TGH Mission
  • Design a detailed HR management policy of the mission that includes the Ukrainian well develop regulations in coordination with the accountancy department
  • Designing, plan, and implement the HR systems, policies, procedures and best practices to strengthen country HR management (recruitment, inductions, management, training, promotion, evaluation, end of contract)
  • Set up INPAT policies if needed
  • Represent TGH and its mission at events, meetings, conferences, panels or discussions related to HR work

Recruitments and Policies implementation

  • Confirm the needs identified in the new organizational chart and adapt the RACIs
  • Design and review national staff job descriptions especially newcomers
  • Coordinate the recruitment processes for new local positions (recruitment and contracting process according to national and TGH regulations)
  • Review the national salary scale according to the country economic situation and labor market to keep TGH salary grid competitive
  • Implement new HR management tools in line with the new structure of the team
  • Support the Head of Safety and security in the update of the security tree and contact list of expatriates and national staff
  • Addresses sensitive or important issues involving groups and/or individuals and take appropriate actions

Capacity Development & Performance Evaluation:

  • Creating Capacity Development Strategy including developing tools, TORs and SOPs
  • Creating Performance Evaluation SOP & Tools to help analyze the capacity building needs
  • Develop a standardized induction program for expatriates and national staff
  • Design a training plan for the mission according to strategic mission and staff needs
  • Support all departments ensure appraisals are being conducted regularly and appropriately

Staff Care & Well-being:

  • Develop a proper staff care system which ensure having an attractive working environment
  • Develop staff care and wellbeing annual plans, and follow up implementation

Contracts & Records:

  • Ensure staff contracts are kept up date in coordination with Finance Department & Accountancy
  • Ensure all staff whose contracts are not going to be renewed are informed according to the required notice period before the end of their contracts
  • Ensure all contract terminations are appropriately documented and all owed monies are paid to the departing staff member. Advise on contract policy as required
  • Maintain leave plan for all local staff and update monthly

Expatriates

  • Coordinate the arrival of the new expatriates: transport, Visa, welcome, accommodation, 1st per diem, induction
  • Ensure that the expatriates have all the necessary documents for the request of Visa, and support them in requesting their temporary residence in Ukraine
  • Follow up of the visa/temporary residence expiration dates and initiate the process of renewal on time (2 months in advance)

Profile

  • Degree in HR or related studies
  • Having a first experience as a Head of Human Resources in the humanitarian sector
  • Minimum of 3-4 years’ experience as HR Manager in the humanitarian sector.
  • Strong background in employment and selection, training, career development, compensation and benefits, employee relations and employment law
  • Good knowledge of the the humanitarian sector is an asset
  • Proficiency in English – Russian or Ukrainian is an asset
  • Respect of ethics at work

  • Good listening skills, critical analysis, prioritization and global vision to act and decide
  • Ability to o anticipate and take initiative
  • Ability to handle emergencies and stress

Information

Location: Ukraine – Lviv

Duration: 07 months subject to funding, from December 2022

Conditions: Salaried contract, gross monthly salary €2 300 to €2 800 according to experience, monthly per diem €600, medical coverage of 100% + repatriation insurance + provident fund, accommodation, international and local transportation as part of the mission. Non family duty station.
