GOAL

GENERAL DESCRIPTION OF THE PROGRAM

GOAL has been operational in Haiti since 2010, when it responded to a major earthquake that claimed more than 250,000 lives and had a significant impact on more than a million more. In the years following the earthquake, GOAL’s objectives focused on recovery efforts to help people affected by humanitarian crises obtain decent housing, clean water and other basic needs. Since 2016, the GOAL programme has been transitioning to a long-term development agenda while maintaining its capacity to respond to ongoing humanitarian crises resulting from major and frequent weather and seismic threats, as well as outbreaks of vector-borne and waterborne diseases. The GOAL programme currently focuses on inclusive economic development, disaster preparedness and response, sustainable urban development and building resilience. GOAL currently has two offices in Haiti, the country’s headquarters in Port-au-Prince and a regional office in Jérémie, in the south of the country.

General description of the role:

The Head of HR Department is responsible for ensuring that GOAL Haiti has a high-performing HR department. The Head of HR Department has overall responsibility for HR policy, strategy, performance management, recruitment, conflict resolution, personnel register and payroll management, compliance with Haitian labor laws among, manage the restructuring of any staff member when needed and manage HR staff etc.

Primary duties/responsibilities:

  • Development of the implementation of HR strategy consistent with the overall strategy of the country programme.
  • Monitor employment procedures and policies in accordance with GOAL standards and evolving requirements of national labor laws;
  • Through collaboration with managers, ensure that each team has an appropriate number of staff according to the need and availability of funding.
  • Ensure that the hiring of staff is carried out effectively and in accordance with the agency’s policy and national labor law;
  • Identify training that can build staff capacity to help them perform better.
  • Ensure periodic review of salary classification that aligns with job classification and in line with GOAL’s strategy.
  • Develop and guide the implementation of new HR policies and procedures in accordance with organizational and donor standards;
  • Strengthen HR capacity in the ongoing implementation of HR systems including policies, procedures and operating standards in order to provide HR services that are more efficient and comply with the country’s Labor Codes;
  • Strengthen HR capacity in the proper administration of salaries and benefits including preparing payroll in an accurate and timely manner and ensuring that documents (including timesheets with exact donor codes) are available.
  • Strengthen HR capacity in the personnel department in an efficient and timely manner, including contract extension, promotions, change of contract status (from Agreement to Contract), leave requests, separation from service including exit authorization procedures;
  • Responsible for the implementation of new performance management system and HR Handbook; and develop strategies for the agency;
  • Build HR capacity by ensuring that recruitment processes align with the agency’s strategy and are done effectively.

Requirements:

  • University degree or equivalent, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or other related fields.
  • 5-7 years of relevant work experience in HR management in an international NGO preferred.
  • Excellent interpersonal and training skills, ability to work with people of diverse backgrounds.
  • Demonstrated managerial ability to lead, motivate and develop staff.
  • Competence in training and capacity building of national staff.
  • Flexibility to adapt to changing priorities, and flexibility to be assigned to different roles when the need arises.
  • Fluent in Creole, French and English
  • Ability to work under pressure, managing priorities and a large amount of work.
  • Excellent computer skills, especially Microsoft Excel.
