The Head of Grant Compliance and Risk will manage the Grant Compliance Unit in providing technical support on funding received from institutional donors. The team will be the focal point in Concern for grant compliance queries and issues.

The position will act as a facilitator in business risk analysis and management, thereby assisting the management and Board of Concern in the effective discharge of their responsibilities.

This role will liaise with people across the organisation providing support and training relating to issues within its remit.

You will report to the Director of Compliance Services. Your direct reports will be the Grant Compliance Accountant, Donor Audit Accountant, Donor Audit Adviser, Compliance Officer and any other staff employed in the Compliance Unit.

If you join us, this is what you will be doing:

a. Manage the Grant Compliance Unit;

  1. Managing the continued rollout of Concern’s Compliance Strategy.
  2. Ensuring that the key tasks of the Grant Compliance Unit are carried out – these include:
  • Updating and developing donor specific guidelines;
  • Participating in the development of Concern guidelines and policies that impact or support donor compliance;
  • Co-ordinating HQ donor audits including ECHO and the annual US Government audit;
  • Supporting field donor audits;
  • Tracking audit issues, donor queries and disallowances.
  • Reviewing and consolidating all Irish Aid IAPG and HPP budgets and financial reports;
  • Working with the Finance Team to identify improved reporting mechanisms;
  • Developing specific donor related training tools;

3. Developing lessons learned documentation from donor audits and queries from field teams and ensuring guidelines are updated accordingly.

4. Working with various departments in Concern to ensure that HQ donor audit recommendations are implemented within agreed time frames; the Concern Compliance Network;

5. Ensuring that donor compliance visits occur annually;

6. Working with the Director of Compliance Services to identify where (and what) additional support can be given to improve grant compliance across the organisation.

b. Risk Management;

  1. Working with the Director of Compliance and Risk to design and implement a global risk management strategy for the organization.
  2. Managing the annual and interim risk management process.
  3. Assisting in the ongoing analysis of significant current risks and the identification of material future risks that may affect the company.
  4. Periodically reviewing risk mitigation actions and strategies to ensure that they are working effectively
  5. Preparing tailored risk reporting to the relevant audience e.g. the Audit and Risk Committee/Board, SMT and other managers, so that each audience understands the risks that might affect it and its own accountability for specific individual risks.

c. Other/General;

  1. Demonstrating leadership on workplace equality, diversity and inclusion and role modelling a positive safeguarding ethos.
  2. Participate in organisational working groups as required;
  3. Participate in relevant external networks and develop contacts with peer agency counterparts to facilitate sharing learning and best practice;
  4. Carry out other tasks as appropriate under the direction of the Director of Compliance Services.

Skills and Experience Required:

Essential:

  • Professionally Qualified Accountant ACCA, CIMA, ACA, CPA
  • Extensive experience of reporting to large institutional donors such as the EU, ECHO, Irish Aid, DFID and US Government
  • Thorough understanding of the principles and application of good corporate governance, business and operational risk and control processes and procedures
  • Five years’ experience working in a finance related role in the international development sector
  • Experience of managing donor audits
  • Experience of developing guidelines/manuals
  • Knowledge of Excel and accountancy packages (preferably MGP)
  • Fluent spoken and written English
  • Training and staff development experience
  • Cross cultural awareness and empathy with organisational goals

Desirable:

  • Knowledge of French
  • Knowledge of dealing with Commercial Contracts

Job location: While this position is based in Dublin, it will involve travel to overseas fields (potentially 10-20%).

The salary is from €71,521 – €84,143 per annum (band 7) and this is a full time permanent position.
