TERMS AND CONDITIONS

This a Limited Fixed-Term Appointment at P3 level for one year.

Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years and candidates must be a national of a country other than the country of assignment. The position is based in Kyiv, Ukraine and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.

WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.

ORGANIZATIONAL CONTEXT

WFP Ukraine office is scaling up food assistance via in-kind food and cash-based transfers (CBT) to the affected populations in Ukraine within its Limited Emergency Operation (LEO). The scale-up plans include providing assistance to additional 2.4 million affected civilians with in-kind food in hard-to-reach areas and rapid response rations for displaced population across the country, as well as plans of assisting at least additional 500 thousand internally displaced people with CBT leveraging national social protection systems.

JOB PURPOSE

In order to meet the operational scale up, Ukraine office is hiring a Senior Protection, Gender & AAP advisor to lead gender, protection & AAP mainstreaming across WFP’s operations in Ukraine. Under the direction of the Deputy Emergency Coordinator and Programme Management, and with technical support from the Gender and Emergency & Transition units at headquarters and advisers at the Regional Bureau in Cairo, the Gender & Protection Adviser will provide strategic and technical support to lead the integration of protection, gender and accountability to affected populations (AAP) across WFP programmes and operations in the Ukraine emergency office. This will be done by strategically leading gender, protection and AAP initiatives within WFP Ukraine; external coordination with relevant actors and coordination partners; and supporting the practical implementation of gender, protection and AAP activities based on the policies and guidelines. Based in the Country Office, the incumbent will be required to travel regularly to support field offices and WFP’s operations in Ukraine.

KEY ACCOUNTABILITIES (not all-inclusive)

Knowledge Management, Information and Analysis

  1. Provide strategic and technical support for the integration of WFP’s relevant policies and related humanitarian and human rights normative frameworks across WFP operations in Ukrainian context.
  2. Conduct protection and gender analysis – impacting food insecurity and vice-versa and arising from WFP operations and presence.
  3. Develop and update risk matrix and mitigation responses including programme adjustments, advocacy measures, partnership building and coordination enhancement activities, etc.
  4. Lead a team of protection, gender & AAP staff to ensure robust mainstreaming of gender and protection into WFP programming and operations and provide policy advice on specific protection & gender issues that impact on WFP operations.
  5. Work with senior management in Country and Sub-Offices to ensure strong institutional commitment and leadership for gender equality and women’s empowerment (GEWE) and protection mainstreaming across programming and operations.
  6. Provide advice on the integration of gender and protection in the formulation of country level WFP-specific and interagency strategic documents and programmes.

Programme Support

  1. Work with programme colleagues and cooperating partners to identify operationally practical measures to be put in place to support the gender and protection strategies.
  2. Support programme staff to integrate gender and protection throughout the programme management cycle (design, implementation, monitoring and evaluation), and in needs assessment frameworks as appropriate, including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified and met.
  3. Support programme staff to integrate and mainstream awareness and activities with particular focus on people living with disabilities
  4. In collaboration with the relevant programme staff ensure protection issues can be captured through the Community Feedback Mechanism and responded to appropriately. Provide advice, guidance and follow up in relation to any protection aspects, including exploring how a system of reporting of protection issues within the context of WFP’s programme delivery can be established and sustained.
  5. Provide technical support to Programme staff and Cooperating Partners for the application of the Gender and Age Marker.
  6. Identify and work with key partners on developing a strategy and an operational workplan to ensure disability inclusion in programming

Capacity Strengthening

  1. Devise and support the implementation of gender and protection capacity development initiatives, undertaking training and building the capacity of staff on protection analysis, response development and integration of these areas in WFP’s work.
  2. Coordinate the work and strengthen the capacities of Gender & Protection Focal Points internally.

Coordination, Advocacy and Partnership

  1. Provide technical support to Programme staff and Cooperating Partners for the application of the Gender and Age Marker.
  2. Identify and work with key partners on developing a strategy and an operational workplan to ensure disability inclusion in programming
  3. Devise and support the implementation of gender and protection capacity development initiatives, undertaking training and building the capacity of staff on protection analysis, response development and integration of these areas in WFP’s work.
  4. Coordinate the work and strengthen the capacities of Gender & Protection Focal Points internally.
  5. Represent WFP in all relevant inter-agency gender, protection and AAP coordination mechanisms, coordinating and strengthening the link between WFP’s internal work on gender, protection and AAP and its interagency role as a partner and peer within the humanitarian system; including coordination and support to develop harmonised approaches with other protection and AAP work across the sector.
  6. Work with senior management to ensure adequate allocation of human and financial resources, supporting the mobilisation of resources to implement Action Plans.
  7. Establish and strengthen strategic partnerships on GEWE and Protection mainstreaming, including alliances with other key actors internal and external to WFP, to advocate for gender transformative programming and collaboration on GEWE and protection initiatives

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Development, Gender Studies, Public Health, Public Policy, Sociology or other field relevant to international development assistance or trainings/courses.

Experience: At least 10 years of postgraduate relevant progressively responsible professional experience in gender and protection mainstreaming, project management and/or development, humanitarian sector. Experience in establishing and maintaining multi-sectoral collaborations, partnerships, and networks. Prior experience with WFP is an asset.

Knowledge And Skills: Professional experience with UN and NGOs. Strong analytical and writing skills, including the ability to write in an engaging and informative manner, and conceptualize and clearly synthesize information. Ability to facilitate consultations and technical discussions. Initiative, enthusiasm, and flexibility with excellent interpersonal skills and team spirit.

Language: Fluency (level C) in English. Intermediate Knowledge Level of Ukrainian, and Russian is highly desirable.
