CARE Syria is looking for a Head of Finance who will be responsible for all of CARE Syria’s financial systems and budgeting processes.

The Head of Finance oversees the application of CARE’s accounting, budgeting and financial policies and procedures for the Country Office, based out of Hasaka, Northeast Syria.

S/he will supervise finance teams in both Jordan (where CARE Syria has a Coordination Office) and in Northeast Syria covering accounting, payments, treasury, grants & sub-grants management as well as proposal budgets.

S/he is expected to strengthen all staff and partners’ capacities in budgeting ,financial management, internal controls and financial reporting.

The Head of Finance is a critical gatekeeper function for CARE Syria and is an important member of the Country Leadership Team (CLT).

Responsibilities:

  1. Financial System Operations Management and CO Data Processing
    • The CO Head of Finance plays a crucial coordination and management role in financial system operations to ensure the system is functioning properly and is being effectively used by CO staff. S/He provides day-to-day oversight of CO financial operations and ensures efficient process flows and controls over finance and accounting functions are adequate. S/He ensures financial data are processed in the system accurately and reported to donors, management and other partners timely.
  2. Staff Management and Development, Talent Management and Capacity Building
    • The CO Head of Finance is responsible for finance staff and talent management and development as well capacity building in financial management for finance and non-finance staff in the country office.
  3. Quality review and analysis of financial reports to support management decision making in the CO
    • Performs quality reviews and analyses of CO books as well as any financial performance reports and provides feedback to CO management to improve financial management. The reviews and analyses include but are not limited to: bank reconciliation; balance sheet; income statement; grants/contracts reports; unrestricted and private contributions reports; actual expenses vs. budget; shared program costs and cost recovery; payroll allocation and timesheets; etc.
  4. Compliance and Control functions
    • Controllership and Accounting functions: ensures CO compliance with CARE’s accounting policy and procedures and generally accepted accounting principles (GAAP); ensures CO accounting systems and procedures comply with CARE’s global policy and procedures; protects the organization assets through internal controls; ensures the CO payroll and other non-PeopleSoft systems provide adequate controls; reviews all leases and other contracts.

Qualifications:

  • Bachelors degree in Accounting, finance, or equivalent combination of education and experience.
  • At least 7 years of accounting, financial management, reporting, budget development experience.
  • 5 years of experience working for NGOs or similar not-for-profit organizations; knowledge of donor financial reporting/management requirements.
  • Extensive experience in analyzing and applying differing requirements and regulations.
  • Experience in capacity building/training and working with implementing partners.
  • Prior experience in supervising the work of other staff members.
  • Prior Knowledge of PeopleSoft.
